IF YOU HAVE SEEN AT ANY GIVEN TIME ON THE NEWS, UM, WHEN OFFICERS GO TO A CRIME SCENE, YOU SEE THIS LADY RIGHT HERE, THERE, AND SHE IS SUCH AN ADVOCATE.
SO IT IS MY PLEASURE TO PRESENT THIS RESOLUTION TODAY.
WHEREAS NATIONAL CRIME VICTIMS RIGHTS WEEK IS A TIME FOR COMMUNITIES ACROSS THE NATION TO HONOR SURVIVORS OF CRIME.
REMEMBER THOSE WHO LIVES WERE TAKEN AND RECOGNIZE THE INDIVIDUALS AND ORGANIZATIONS WHO WORK TIRELESSLY TO SUPPORT VICTIMS AND ADVANCED JUSTICE.
AND WHEREAS ROSALYN TEMPLE, FOUNDER OF KANSAS CITY MOTHERS IN CHARGE, HAS BECOME A LEADING VOICE FOR CRIME VICTIMS AND A STEADFAST ADVOCATE FOR FAMILIES AFFECTED BY HOMICIDE IN THE KANSAS CITY METROPOLITAN AREA.
AND WHEREAS MS. TEMPLE'S COMMITMENT TO VICTIM SUPPORT BEGAN AFTER THE TRAGIC LOSS OF HER SON, ANTONIO PEEWEE THOMPSON IN 2011, AN EXPERIENCE THAT REVEALED THE URGENT NEED FOR COMPASSIONATE COMMUNITY-BASED CRISIS INTERVISION FOR FAMILIES FACING UNIMAGINABLE GRIEF.
I AM GOING TO STOP HERE BECAUSE I WANNA GIVE HER TIME TO TELL HER STORY AND TO SHARE WITH US, UM, THOSE THINGS THAT WE DON'T EVEN THINK ABOUT THAT YOU ENCOUNTER REGULARLY.

UM, I, I LOST MY 26-YEAR-OLD SON, NOVEMBER 23RD, 2011, WHICH WAS THANKSGIVING EVE IN HIS APARTMENT.

DO.BEING BORN AND RAISED IN KANSAS CITY ALL MY LIFE, UH, BEING A PART OF MY COMMUNITY, I NEEDED A MAMA AT THE SCENE TO HUG ME.
AND, AND UNTIL SHE UNDERSTOOD MY PAIN, BUT IT WASN'T NO ONE THERE, I KNEW THE POLICE DEPARTMENT WAS GONNA GIMME THE BEST INVESTIGATION THEY HAD, AND I WANTED THEM TO.
AND I KNEW THAT IT WASN'T NOBODY IN THE COMMUNITY OUT THERE TO, TO SUPPORT ME.
I NEVER DID SOMETHING THAT FELT SO RIGHT.
I DIDN'T SACRIFICE MY CHILD, BUT I WAS JUST A MAMA.
I KNOW GOD DIDN'T BRING 'EM HOME LIKE THAT.
IT WAS A, IT WAS A MONSTER IN HIS COMMUNITY THAT DID THAT.
BUT WE'RE, WE'RE, WE, WE ARE LIVING IN A COMMUNITY THAT'S VIOLENT.
KEN CITY'S A VIOLENT COMMUNITY AT THIS TIME.
WE ARE AT, WE AT PROBABLY ALMOST 40 HOMICIDES SO FAR THIS YEAR.
AND THEY'RE DYING OF THE AGE OF 14, 15, AND 16.
I NEVER THOUGHT AFTER ALL THESE YEARS DOING THIS WORK BY 15 YEARS IN KANSAS CITY, GOING TO HOMICIDE SCENES WHEN I'M CALLED OUT, ANYTIME THEY'RE NICE SUPPORT FAMILIES, COMMUNITY AND POLICE DEPARTMENT THAT I WILL SEE US TO GET TO A PLACE LIKE THIS.
I THOUGHT WE COULD GET BETTER, BUT WE DEALING WITH THIS YOUNG GENERATION THAT HAS NO FEAR OF ANYTHING.
SEE, WHEN I WAS COMING, I FEAR GOD.
SO WE WOULD PUT THAT FEAR BACK IN OUR COMMUNITY.
BUT I DON'T KNOW WHERE WE AT RIGHT NOW, BUT I KNOW I'M GONNA KEEP ON GIVING ALL I HAVE THE LAST BREATH OF MY BODY TO SUPPORT FAMILIES IN MY COMMUNITY.
SUPPORT THE POLICE DEPARTMENT, PROSECUTION.
WE KICKED OFF CRIME VICTIM WEEK YESTERDAY.
I MEAN, ON SATURDAY WAS PEEWEE WALK.
THE EIGHTH YEAR WE WALKED FOR ALL THE VICTIMS OF CRIME.
ANYBODY IN THIS COMMUNITY BEEN A VICTIM OF CRIME? NO ONE IS EXEMPT FROM HOMICIDE.
NO ONE, RIGHT? SO IF YOU SEE SOMETHING, YOU KNOW SOMETHING, YOU SPEAK UP.
ARE AN INVALUABLE MEMBER OF OUR COMMUNITY

LEMME START BY, UH, ADDRESSING AN ISSUE THAT LEGISLATIVE SHAWN SMITH BROUGHT UP LAST WEEK, UM, IN SOME OF THE COUNTY CODE AND SOME OF THE REPORTING THAT WE WANNA MAKE SURE THAT I WANNA MAKE SURE THAT I'M REPORTING TO THIS LEGISLATURE ABOUT OUR BUDGET, ABOUT THE FINANCIAL, UH, RESOURCES THAT ARE GOING ON THIS COUNTY.
I KNOW THAT FOR TOO LONG, UH, MAYBE IT'S BEEN KIND OF A BLIND ON THIS SIDE WHERE YOU DIDN'T GET TO KNOW NUMBERS, AND I THINK THOSE DAYS ARE OVER.
SO WHAT I WANNA DO SPECIFICALLY, I WANNA ADDRESS COUNTY CODE SECTION 5 5 5.
UM, THIS REPORT, UH, BANK BALANCE COMPARISON WITH YEAR TO DATE CURRENT AND YEAR TO DATE PREVIOUS YEAR FOR ACCOUNTS WITH OVER $100,000 WILL BE PROVIDED TO THE LEGISLATURE AT THEIR FOURTH MEETING OF EACH MONTH.
AND I'M GONNA BEGIN THAT ON APRIL 27TH.

LAKE TRIUM WAS IN 9,070 ACRE FRESHWATER RESERVOIR LOCATED IN THE 7,800 ACRE JACKSON COUNTY'S CROWN JEWEL FLEMING PARK.
THE IDEA FOR THE LAKE BEGAN IN 1932 WHEN PRESIDING JUDGE, ACTUALLY THEN COUNTY EXECUTIVE HARRY S TRUMAN, REQUESTED THAT A STUDY BE DONE FOR POTENTIAL PARK.
HOWEVER, NOTHING WAS DONE AT THE TIME.
IT WAS 20 YEARS LATER THAT LOCAL VOTERS APPROVED A BOND ISSUE TO CREATE AND DEVELOP THE LAKE.
LAKE TACOMA OFFICIALLY OPENED ON MAY 30TH, 1959.
I TALKED TO A GENTLEMAN THIS AFTERNOON THAT STARTED FISHING ON THAT DAY IN LAKE TACOMA.
MEMBERS OF THE LEGISLATURE WERE ASKED ABOUT INCREASING THE HORSEPOWER SLIGHTLY BECAUSE OF LAKE USERS WANTED AN UPDATE, AND THERE HAD NOT BEEN A REVIEW FOR OVER 40 YEARS.
LEGISLATOR FRANKLIN PROPOSED THE LEGISLATION AS A WAY TO BRING THE SPEEDS UP TO DATE, WHICH I THINK EVERYTHING OUGHT TO BE REVIEWED TIMELY.
AND 40 YEARS IS A GOOD TIME TO TAKE A LOOK AT IT.
BUT LET ME TELL YOU WHAT GOOD GOVERNMENT LOOKS LIKE.
I AND ALL THE MEMBERS OF THIS LEGISLATURE HAVE RECEIVED COMMENTS FROM PEOPLE, AND MANY PEOPLE ARE HERE IN THIS ROOM THAT OPPOSE THIS CHANGE.
AND SOME PEOPLE SUPPORT THIS CHANGE.
AND YOU KNOW, WHAT HAPPENS IN OTHER GOVERNMENTS, NOT THIS BUILDING.
THEY RAN THINGS THROUGH WITHOUT THE INPUT.
THAT'S NOT HOW THIS COLLABORATIVE BODY BETWEEN THE EXECUTIVE'S OFFICE AND THIS LEGISLATURE DOES IT.
I SPOKE WITH LEG LEGISLATIVE FRANKLIN, HE'S NOT HERE TODAY, BUT I SPOKE TO HIM TODAY AND HE AGREED THAT THE NEXT MEETING, HE WILL WITHDRAW THIS LEGISLATION BECAUSE IT IS IMPORTANT TO LISTEN TO OUR CONSTITUENTS.

2023, 15%, 2024, 15%, 2025, 15%, ONE YEAR OF 15% IS ONE THING.
BUT I, I'M A DUMB LAWYER, BUT I CAN STILL DO THE MATH AND THAT IS REALLY BLOWING PEOPLE OUTTA THEIR HOUSES.

THIS IS A, THIS IS A KICKOFF TO GET SOME, SOME MONEY THAT ARPA MONEY'S BEEN SENDING SPENDING FOR YEARS.
UM, EACH OF THESE MUNICIPALITIES HAVE DIFFERENT AGENCIES, AND IF YOU'LL NOTICE, THE FIRST LIST IS FOR US TO TAKE CARE OF OURSELVES HERE AT HOME.
AND THAT'S SOME OF OUR NEEDS THAT WE HAVE GOING ON.
UH, BUT EACH, EACH MUNICIPALITY HAS EXPRESSED AN INTEREST OF A SPECIFIC INFRASTRUCTURE PROJECT THEY'RE WORKING ON WITH ME.
AND I THINK TO EACH OF YOU MAY, TO SPECIFICALLY TO MAYBE EITHER OTHER DISTRICTS, AND THIS IS AN INTEREST THAT THEY HAVE, THAT THEY COULD USE THE FUNDS FOR THE, REMEMBER THE, THIS ARBA MONEY IS TO BE GRANTED, UH, BASED ON HOW THIS LEGISLATURE WANTS TO DO IT.
YOU CAN FIND OUT THAT YOUR OWN DISTRICT, YOU'VE TALKED TO YOUR MAYORS, YOUR COUNCIL PEOPLE, AND YOU THINK THAT THEY HAVE AN INTEREST, AND YOU CAN PUT THAT INTO A, UH, THE AWARD OR YOU CAN GO THROUGH A PROCESS.
THERE'S, THERE'S NO, UH, PROCESS THAT IS REQUIRED BY THIS.
THE PROCESS IS, THIS MONEY'S BEEN SITTING THERE FOR A LONG TIME, AND I KNOW EACH OF THESE MUNICIPALITIES COULD USE THIS FOR INFRASTRUCTURE, BUT THIS IS JUST A, A START STARTING GROUND.
I THINK WE CAN HAVE FURTHER DIALOGUE ABOUT THE SPECIFICS.
