IT STANDS FOR JEWISH COMMUNITY RELATIONS BUREAU AND AMERICAN JEWISH COMMITTEE. THESE ARE TWO NATIONAL ORGANIZATIONS. SINCE KANSAS CITY IS A SMALLER REGION, WE MERGED THE TWO MISSIONS. UH, HERE ARE THE J-C-R-B-A-J-C STAFF HAS BEEN, UM, AND BOARD HAVE BEEN FOR 80 YEARS SUPPORTING THE JEWISH COMMUNITY, ADVOCATING IN KANSAS AND WESTERN MISSOURI FOR COMMUNITY SECURITY. WE WORK WITH TO EDUCATE WITHIN OUR COUNTERPART ORGANIZATIONS AND TO CONNECT AND BUILD RELATIONSHIPS IN INTERFAITH AND CIVIC SPACES. EACH MAY JEWISH AMERICAN HERITAGE MONTH OFFERS AN OPPORTUNITY TO RECOGNIZE AND CELEBRATE THE CONTRIBUTIONS OF JEWISH AMERICANS TO OUR NATION'S HISTORY, CULTURE, AND CIVIC LIFE. BUT THIS MONTH IS NOT ONLY ABOUT CELEBRATING HISTORY, IT'S ALSO ABOUT DEEPENING UNDERSTANDING. JEWISH IDENTITY IS SOMEWHAT UNIQUE IN THAT WE'RE BOTH A RELIGION AND A PEOPLEHOOD, MUCH MORE LIKE AN ETHNICITY THAT'S ROOTED IN SHARED TRADITIONS AND VALUES. CORE VALUES OF THE JEWISH PEOPLE THROUGHOUT OUR HISTORY CONTINUE TO GUIDE JEWISH LIFE TODAY. KEY VALUES SUCH AS FOCUS ON EDUCATION, RESPONSIBILITY TO THE COMMUNITY, AND WORKING TO IMPROVE THE WORLD, WHICH IS A HEBREW TERM. TIKUN OLA, SURPRISINGLY TO MANY, WE ARE A SMALL PEOPLE, ONLY 15 MILLION WORLDWIDE COMPARED TO TWO AND A HALF BILLION CHRISTIANS, 2 BILLION MUSLIMS, ET CETERA. SO WE, AT 15 MILLION, WE REPRESENT ONLY 0.2% OF THE GLOBAL POPULATION. AND IN THE UNITED STATES, ABOUT 2% IN KANSAS CITY, I'M SURE UNDER 1%. SO THIS MEANS THAT NOT ONLY DO WE LIVE, OF COURSE, A VERY INTEGRATED LIFE WITH ALL OTHER FAITHS AND BACKGROUNDS, BUT THAT WE ALSO NEED ALLIES MORE THAN EVER, BOTH INTERFAITH AND CIVIC. I WOULD BE REMISS IF I TREATED THIS OPPORTUNITY TO SPEAK WITH YOU AS IF IT WERE ANY, ANY OTHER YEAR, PARTICULARLY A YEAR BEFORE 2023. THIS IS TRULY AN UNUSUAL TIME, LIKE NOTHING IN MY GENERATION OR MY PARENTS. I GREW UP IN THE KANSAS CITY AREA AND DID NOT EXPERIENCE ANTISEMITISM. MY KIDS, UNFORTUNATELY, DID NOT HAVE THE SAME EXPERIENCE. THE RISE IN ANTISEMITIC INCIDENTS BEGAN BEFORE OCTOBER 7TH, 2023, BUT TOOK A DRAMATIC TURN AFTER THAT DAY IN THE JEWISH COMMUNITY. WE ARE ALL FEELING THIS. WE SPEAK OF OCTOBER 7TH AS A TURNING POINT, LIKE BEFORE TEN SEVEN. AFTER TEN SEVEN. THERE'S BEEN AN EXPONENTIAL RISE IN HATE CRIMES OVER THE PAST FEW YEARS, HAVING GONE UP ABOUT 400%. ACCORDING TO THE FBI CRIMES AGAINST JEWS COMPRISE 70% OF ALL RELIGION-BASED HATE CRIMES. SO AT 2% OF THE POPULATION IS QUITE DISPROPORTIONATE. IF YOU'LL BEAR WITH ME, I'D LIKE TO SHARE JUST A FEW STATISTICS WITH YOU WITH FROM THE MOST RECENT AMERICAN JEWISH COMMITTEE REPORT ON ANTISEMITISM. 91% OF AMERICAN JEWS SAY THEY FEEL LESS SAFE AS A JEWISH PERSON IN THE UNITED STATES DUE TO VIOLENT ATTACKS IN THE PAST YEAR, INCLUDING THE BURNING OF A JEWISH GOVERNOR'S HOME, THE FIREBOMBING OF JEWS IN BOULDER, COLORADO, AND THE MURDERS OF THE CAPITOL AT THE CAPITOL JEWISH MUSEUM, INCLUDING [00:05:01] SARAH MILGRAM, WHO GREW UP IN OVERLAND PARK AND WENT TO SHAWNEE MISSION EAST. 86% OF AMERICAN JEWS SAY ANTI-SEMITISM IS INCREASED IN THE US SINCE THE HAMAS TERRORIST ATTACKS, ALMOST ONE THIRD OF AMERICAN JEWS HAVE BEEN, SAY THEY'VE BEEN THE PERSONAL TARGET OF ANTISEMITISM IN THE PAST YEAR. AND AMONG OUR YOUTH, 42% OF AMERICAN JEWISH COLLEGE STUDENTS REPORT EXPERIENCING ANTISEMITISM IN THEIR TIME ON CAMPUS. AND ONE IN FOUR SAY THEY'VE BEEN EXCLUDED FROM A GROUP OR AN EVENT ON CAMPUS BECAUSE THEY'RE JEWISH. SO I APOLOGIZE FOR THE WEIGHTINESS OF MY COMMENTS, BUT I'M GRATEFUL TO THIS LEGISLATURE FOR YOUR ONGOING AND VERY GENUINE SUPPORT OF THE JEWISH COMMUNITY. I BROUGHT ALONG A RESOURCE CARD THAT WAS SHARED WITH YOU, UH, THAT HAS A QR CODE WITH EDUCATIONAL RESOURCES, BRIEFINGS, AND PRESENTATIONS FOR LOCAL GOVERNMENTS ON COMBATING ANTISEMITISM AND INFORMATION ABOUT THE JEWISH PEOPLE. UM, RESOLUTION 2, 2 2 3 5 AUTHORIZES THE PROSECUTING ATTORNEY ON BEHALF OF JACKSON COUNTY COMBAT TO EXECUTE AN ANNUAL AGREEMENT WITH THE KANSAS CITY BOARD OF POLICE COMMISSIONERS FOR ANTI-DRUG AND ANTI-CRIME LAW ENFORCEMENT ACTIVITIES. UH, THIS AMOUNT IS NOT TO EXCEED $3,657,651, WHICH REFLECTS THE ESTABLISHED 9.5% ALLOCATION, UH, TO KCPD UNDER THE CURRENT ANTI-CRIME SALES TAX FUNDING STRUCTURE. PAUSE ONE SECOND. UM, THIS FUNDING IS ONGOING. LAW ENFORCEMENT, UH, SUPPORTS ONGOING LAW ENFORCEMENT OPERATIONS AND, UH, ANTI-CRIME EFFORTS AS PART OF THE COUNTY'S BROADER PUBLIC SAFETY STRATEGY THROUGH COMBAT. UH, I DO WANNA POINT OUT THAT THE 2026 ALLOCATION IS A LITTLE LOWER THAN THE 2025 ALLOCATION. UH, THIS IS BECAUSE THE PROJECTED DECREASES IN THE SALES TAX REVENUES FOR 2026. SO LAST YEAR, IF YOU ALL REMEMBER, WE CAME BEFORE YOU FOR 3.9. THIS ONE REPRESENTS THE 3.6. I WANT YOU TO REMEMBER THAT DIFFERENCE WHEN WE COME WITH ANOTHER ASK LATER. THIS RESOLUTION DOES NOT CREATE NEW PROGRAMMING. UH, IT CONTINUES EXISTING VOTER SUPPORTED, UH, FUNDING STRUCTURE THAT HAS HISTORICALLY GUIDED COMBAT. AND SO, WITH THAT SAID, AT THE REQUEST OF CHAIRMAN OF BARCA, I'VE ASKED KCPD TO COME JOIN US AND, UH, PRESENT ON THESE FUNDS. GOOD AFTERNOON. UH, I'M MAJOR JOSH HYON WITH THE KANSAS CITY POLICE DEPARTMENT'S FISCAL DIVISION. HERE WITH ME TODAY IS, UH, CAPTAIN MARK SLATER FINANCIAL SERVICES UNIT. AND THEN, UM, MAJOR, UH, JIM BUCK OVER THERE WITH, UH, SPECIAL INVESTIGATIONS DIVISION. AND SO, UM, AS YOU'VE SEEN, UM, IN PAST YEARS, A LOT OF THE, THE FUNDING OR A LOT OF THE, THE CATEGORIES THAT THIS FUNDING GOES TO REMAINS MOSTLY UNCHANGED. UM, DUE TO SOME DECREASED FUNDING THIS FISCAL YEAR, WE HAVE NO MONEY ALLOCATED TOWARD EQUIPMENT. IT IS ALL TOWARD PERSONNEL. UM, THIS IS ALL TOWARD OUR PERSONNEL DOING THE JOBS FOR THE COMMUNITY TO, UH, MEET THE GOALS AND OBJECTIVES OF COMBAT. AND SO YOU CAN SEE HERE THE $3,657,651 ALLOCATION. UM, A MAJORITY OF IT GOES TILL PERSONNEL SERVICES, FRINGE BENEFITS OVER TIME, A LITTLE BIT REMAINING GOES TOWARD INVESTIGATIVE EXPENSE, FUEL AND VEHICLE LEASES. WHAT WE HAVE DONE IN THE PAST FEW YEARS IS REALLY AS AN AGENCY, [00:10:01] REINVENTED WHAT COMBAT FUNDS LOOK LIKE FOR KCPD AND OUR RESPONSE, UM, TO THE COUNTY AS A WHOLE. AND SO WE'VE BROADENED THE SCOPE OF IT, UM, TO MEET THOSE OBJECTIVES OF COMBAT. SO IT INCLUDES ALL OF OUR SPECIAL BASE, NOT ALL OF OUR, BUT SOME OF OUR SPECIAL INVESTIGATIONS DIVISION PERSONNEL, SPECIAL OPERATIONS DIVISION PERSONNEL, WHICH INCLUDES, UM, KIND OF OUR SWAT TEAMS AND SOME OF THOSE REACTIVE TEAMS, OUR VIOLENT CRIMES DIVISION. UM, AND I WAS LOOKING THROUGH THE 2025 RECAP OF COMBAT THAT, UH, DIRECTOR WOODARD HAD LISTED PREVIOUSLY ABOUT, UM, SOME OF THIS COMBAT FUNDS GOES TOWARD, UM, ANALYSTS, UM, CRIME ANALYSTS WITHIN OUR VIOLENT CRIMES, INDI SPECIFICALLY ONE THAT IS ASSIGNED TO A HOMICIDE SQUAD. AND, UM, CAPTAIN SLATER WILL TALK HERE IN A LITTLE BIT ABOUT THAT PROGRAM FOR YEARS, THEY'VE GONE TO TOWARD, UH, PERSONNEL IN OUR CRIME LAB, AND THEN ALSO PERSONNEL IN OUR COMMUNITY COMMUNITY ENGAGEMENTS DIVISION. UM, COUPLE THINGS WE WANTED TO TOUCH ON THIS TIME AROUND IS HOW THE, THE COMBAT FUNDS THAT ARE BEING USED TOWARD ANALYSTS IN OUR VIOLENT CRIMES DIVISION, UM, SPECIFICALLY OUR HOMICIDE UNITS, HAVE REALLY IMPACTED, POSITIVELY IMPACTED WHAT OUR CLEAR CLEARANCE RATE LOOKS LIKE FOR THE POLICE DEPARTMENT. UM, CAPTAIN SLATER WAS PREVIOUSLY A MEMBER OF THE HOMICIDE UNIT FOR YEARS AS A SUPERVISOR, AS A DETECTIVE, AND SO HE CAN SPEAK DIRECTLY TO THAT. YES, THANK YOU. SO THE, UH, THE CRIME ANALYST PROGRAM, UH, WAS ADOPTED OR, OR WE BEGAN TO EMBRACE THE CRIME ANALYST PROGRAM AROUND 2018, BUT REALLY DIDN'T, UM, TAKE OFF AS MANY, UH, INTRINSIC OR INTERNAL PROGRAMS TAKE A LITTLE WHILE TO GET GOING. UM, BUT AS WE, OVER THE YEARS, WE HAVE, UH, BEGAN TO IMPLEMENT THIS PROGRAM, UH, AND THE IMPACT THAT THESE CRIME ANALYSTS HAVE MADE ARE IMMEASURABLE AND IT IS IMPOSSIBLE TO OVERSTATE THEIR VALUE TO, UH, VIOLENT CRIME INVESTIGATIONS, HOMICIDE INVESTIGATIONS. AND JUST TO GIVE YOU, UM, A FEW DIFFERENT, UH, PERCENTAGES. SO WE HAD GENERALLY OPERATED IN KANSAS CITY POLICE DEPARTMENT ON A NATIONAL AVERAGE, AROUND A 60% CLEARANCE RATE IN THE HOMICIDE UNIT. HOWEVER, ONCE WE STARTED BRINGING THESE CRIME ANALYSTS ON, UM, WE STARTED SEEING THOSE RATES INCREASE INTO THE SEVENTIES AND 80 PERCENTILE RANGE OF HOMICIDE CASE CLEARANCES. AND, UM, AS YOU LOOK THROUGH THE DEFINED ROLES, UM, YOU KNOW, YOU TALK ABOUT DETECTIVES INVESTIGATE VIOLENT CRIMES WITH THE DIRECT SUPPORT FROM CRIME ANALYSTS, UH, WHICH REVIEW SOCIAL MEDIA, CRIME DATA, DIGITAL VIDEO, AND CELLULAR PHONE, CELLULAR PHONE DATA. UH, AS YOU ALL WILL KNOW, THE, THIS IS THE LANDSCAPE IN WHICH PEOPLE OPERATE TODAY. AND SO THE ABILITY TO SUCCESSFULLY NAVIGATE THESE SYSTEMS, SOCIAL MEDIA PLATFORMS, CELLULAR PHONE DATA, UH, AND THE ABILITY TO UNDERSTAND IT AND DELIVER IT INTO A DIGESTIBLE FORMAT, IS SIMPLY IRREPLACEABLE AS IT PERTAINS TO HOMICIDE OR, OR CRIMINAL INVESTIGATIONS. UM, THEY, UH, EASILY CAN EQUAL TWO DETECTIVES, UH, YOU KNOW, IF THERE WERE TO, IF YOU WERE TO PUT A PERSONNEL TAG ON 'EM. UH, WHEN I WAS A SERGEANT IN HOMICIDE, THEY VERY PLAINLY ASKED, WOULD YOU LIKE TWO DETECTIVES OR AN ANALYST? AND THAT WAS A VERY EASY DECISION. AN ANALYST EASILY WILL, WILL COVER THE WORKLOAD OF TWO DETECTIVES AS FAR AS, UH, YOU KNOW, THE, THE SOCIAL MEDIA AND THE, AND THE ENVIRONMENT IN WHICH THESE INVESTIGATIONS ARE CONDUCTED TODAY. AND THEN, UH, SO AS YOU CAN SEE, IT'S A BIG IMPACT FROM OUR VIOLENT CRIMES DIVISION. ANOTHER BIG IMPACT SPECIFICALLY THIS FISCAL YEAR THAT WE WANT TO DISCUSS AND MAJOR BUCK WILL TOUCH ON THAT, IS THE SIGNIFICANT INFLUX OF ILLEGAL NARCOTICS WE ARE SEEING. AND AS IT RELATES TO OUR WORLD CUP RESPONSE AS AN AGENCY. I DON'T KNOW IF THIS MIC WORKS OKAY, OR YEP, MM-HMM . UM, SO THEY WERE TALKING ABOUT, ABOUT A YEAR OR SO AGO AS WE STARTED TO GEAR UP TOWARDS FIFA, ONE OF THE THINGS WE WERE TOLD WAS THAT YOU'RE GONNA SEE AN INFLUX, A LOT OF NARCOTICS THAT YOU DON'T, HADN'T TRADITIONALLY SEEN IN THIS AREA IN A WHILE. UM, THE BIGGEST ONE BEING COCAINE. UH, THE COMBAT FUNDED OFFICERS PLAYED A HUGE ROLE IN DEALING WITH THAT INFLUX. UH, WE'VE GOT SEVERAL GOOD CASES. I THINK WE ENDED 25 WITH AN ALMOST 200% INCREASE WITH THE AMOUNT OF COCAINE THAT WE SAW HERE COMPARED TO PRIOR YEARS. AND I THINK WE'RE GETTING CONSIDERABLY MORE THAN THAT THIS YEAR AS WELL. UH, WE'VE EVEN HAD A SEIZURE IN THE LAST THREE MONTHS OF ALMOST 400 POUNDS OF COCAINE THAT WAS HEADING TO THE KANSAS CITY AREA. AND COMBAT FUNDED POSITIONS PLAYED A HUGE ROLE IN GETTING THAT IN. UM, THE OTHER PART WITHIN MY DIVISION THAT THOSE SAME [00:15:01] POSITIONS ALSO HELP FUND IS FOCUSED DETERRENCE, I BELIEVE WE'RE DOWN ALMOST 40% GROUP RELATED VIOLENCE HERE IN THE CITY. AND THOSE COMBAT FUNDED POSITIONS PLAYED A BIG ROLE IN THAT AS WELL. UH, OUR GROUP ENFORCEMENT UNIT, I KNOW THERE'S AT LEAST ONE, MAYBE TWO POSITIONS THERE THAT ARE FUNDED THROUGH THIS. AND SO IT'S, YOU KNOW, WE'RE, WE'RE SEEING RESULTS. AND SO FAR HALFWAY INTO THE YEAR THIS YEAR, UH, WE'RE AT LEAST ON A POSITIVE TREND. UH, WHAT PROGRAMS ARE BEING PUT FORWARD TO HELP, UH, TEACH DEESCALATION AND TO, UM, CHANGE THESE DIFFERENT OUTCOMES THAT, UH, THE DEPARTMENT HAS SEEN IN THE LAST YEAR? UM, SINCE CHIEF GRAVES HAS STARTED, UM, AS CHIEF CHIEF OF POLICE, WE'VE DONE A LOT OF DIFFERENT PROGRAMS ON THE DEPARTMENT, UM, TO TRY TO MITIGATE ANY RISK, ANY EXPOSURE, UNDUE EXPOSURE TO THE DEPARTMENT. UM, ONE OF THOSE LAWSUITS THAT YOU REFERENCE IS, YOU KNOW, IT'S PREDATES PRETTY MUCH ANYBODY ON THIS DEPARTMENT NOW, AND THAT'S THE BIGGEST ONE WE'VE SETTLED REALLY EVER. UM, AND SO IT'S, YOU KNOW, PREDATES THE CURRENT LANDSCAPE, THE CURRENT, UM, CAREER OF ANYBODY ON THE POLICE DEPARTMENT RIGHT NOW. AND SO UNFORTUNATELY WE STILL HAVE TO ENDURE THE COSTS OF SOME OF THOSE DECISIONS THAT WERE MADE SOME 30, 40 YEARS AGO. BUT SINCE SHE HAS BECOME CHIEF, WE'VE IMPLEMENT IMPLEMENTED PROGRAMS LIKE, UM, ICAT LIKE CONSTITUTIONAL POLICING. UM, WE HAVE BROUGHT IN ADMINISTRATIVE PROFESSIONALS TO RUN OUR HUMAN RESOURCES DIVISION FOR ANY INTERNAL EMPLOYMENT ISSUES, TRY TO MITIGATE ANY OF THOSE THAT WE MAY SEE OR COME UP. UM, WE HAVE DONE EXTENSIVE TRAINING. ALL OF OUR OFFICERS ARE CIT TRAINED COMING OUTTA THE ACADEMY NOW. UH, WE HAVE DONE EXTENSIVE, EXTENSIVE DEESCALATION TRAINING IN THE ACADEMY BEFORE THEY COME OUT. UM, AND THEN WE'VE EVEN DONE A COMMUNITY SURVEY SOFTWARE WHERE WE PUT OUT THERE TO GET FEEDBACK FROM THE COMMUNITY ON DIFFERENT CALLS THAT THE OFFICERS GO ON. AND THEN ONCE WE EVALUATE THAT SOFTWARE, WE HAVE A THIRD PARTY COMPANY THAT CAME IN AND ACTUALLY DID A STUDY WITH A STUDY GROUP OF OFFICERS TO THEN SEE, UM, WHAT SOME OF THE, THE UNDERLYING POSSIBLE COMPLAINTS WERE FROM A COMMUNITY SERVICE STANDPOINT, AND THEN GO BACK OUT THERE AND RETRAIN AND TRY TO CORRECT THAT. SO WE'VE DONE A SIGNIFICANT AMOUNT OF STUFF TO TRY TO MITIGATE THAT BECAUSE WE FULLY UNDERSTAND HOW ANY AMOUNT OF MONEY US AS AN ORGANIZATION HAS TO PAY OUT IN THE FORM OF A LAWSUIT, UM, TAKES MONEY AWAY FROM, FROM PERSONNEL, FROM OPERATIONS, FROM, FROM THE STUFF THAT WE ARE TRYING TO DO AS AN ORGANIZATION TO, UM, MITIGATE, YOU KNOW, CRIME AND, AND UM, PUBLIC SAFETY IN THIS COMMUNITY. AND I APPRECIATE THAT. AND, UH, OF COURSE THE LARGE PAYOUT IS ABOUT $4.5 MILLION, UM, WHICH OF COURSE LEAVES, UH, JUST ABOUT $6 MILLION OR SO LEFT. CAN YOU TALK A LITTLE BIT ABOUT THAT? YEAH, ABSOLUTELY. UM, A LOT OF THAT OVERTIME IS RELATED TO OUR SPECIAL INVESTIGATIONS DIVISION. A LOT OF WHAT THEY DO, UM, THE, THE FLUCTUATION [00:20:01] OF RESPONSE TO, LET'S SAY, AN ACTIVE CASE WHERE THERE'S A WARRANT OR MAYBE, YOU KNOW, SUBJECT THEY'RE FOLLOWING, THAT'S MOVING A LARGE AMOUNT IN THEIR CAR NARCOTICS, THEY DON'T ALWAYS DO IT NECESSARILY ON A, YOU KNOW, EIGHT TO FIVE BASIS. AND SO WE KNOW THAT MOST OF THESE MEMBERS ARE ON CALL AND, UM, THEY HAVE TO RESPOND WHEN THEY'RE NEEDED TO RESPOND. AND SO LOOKING BACK AT PREVIOUS FISCAL YEARS WITH THESE FUNDS, WE ESTIMATE A NUMBER BASED ON WHAT OVERTIME COSTS WERE FOR THOSE PREVIOUS YEARS. UM, AND THAT'S HOW WE PLUG THAT NUMBER IN THERE. NOW, THERE IS SOME BUDGET ADJUSTMENT IF, IF NECESSARY THROUGHOUT THE FISCAL YEAR THAT WE HAVE TO MAKE, MAYBE OVERTIME GOES UP OR MAYBE, UM, ANOTHER CATEGORY GOES DOWN BASED ON AN AGREEMENT FOR LEASE CARS OR SOMETHING LIKE THAT. THEN WE TRY TO MAKE BUDGETARY ADJUSTMENTS AS NEEDED. BUT, UM, WE DO VERY MUCH STAY WITHIN THE BUDGET, UM, OVERALL BUDGET AS PROVIDED. THANKS FOR THAT. SO THIS IS A GREAT OPPORTUNITY, I THINK, UH, THAT SHOWS THE DEESCALATION TACTICS OF, OF OUR OFFICERS. UM, AND THAT'S INCREDIBLE THAT WE HAVE IN THERE. SO KUDOS TO YOU FOR THAT. UM, I DO HAVE A BROADER QUESTION. UM, WHAT HAPPENS IF COMBAT IS NOT RENEWED TO THESE TYPES OF PROGRAMS? UM, IT'S, I MEAN, IT, IT'S REALLY GOING TO IMPACT BOTH THE DEPARTMENT AND THE COMMUNITY, JACKSON COUNTY AS A WHOLE. UM, YOU CAN SEE SOME OF THE STATISTICS THAT WE LISTED THERE, UM, IN THAT PRESENTATION. THOSE ARE COMBAT GENERATED STATISTICS. AND SO WE AS AN ORGANIZATION WOULD STILL WORK TO GENERATE THE SAME NUMBERS, GET THE SAME AMOUNT OF DRUGS OFF THE STREET, THE SAME AMOUNT OF GUNS OFF THE STREET, BUT WE WOULD HAVE TO TRY TO FIND SOME SPACE WITHIN OUR BUDGET TO DO THAT AND WOULD BE VERY, VERY DIFFICULT. UM, OUR BUDGET IS NOT SET OUT THAT WAY. SO WE REALLY RELY ON COMBAT, BOTH FROM AN INVESTIGATIVE SIDE FOR VIOLENT CRIMES, FROM A COMMUNITY INTERACTION SIDE WITH OUR SOCIAL WORKERS COMMUNITY ENGAGEMENT DIVISION, AND THEN AS WELL AS OUR, UM, NARCOTICS ENFORCEMENT SIDE. IT IS, UH, A VERY, VERY MEANINGFUL SOURCE OF FUNDS FOR THE ORGANIZATION, FOR THE BENEFIT OF THE PUBLIC WHO'S LISTENING. AND SINCE WE DON'T HAVE THIS UP HERE, UM, CAN YOU READ THROUGH THAT COMMUNITY BENEFITS COMPONENT? BECAUSE I THINK THESE NUMBERS ARE VERY IMPORTANT AS FOLKS THINK ABOUT WHAT THE IMPACT IS, UM, FOR JUST THIS ONE PORTION, RIGHT. 'CAUSE MR. WOODARD, THIS IS ALSO ONE AGENCY THAT WE HAVE MANY OTHER MUNICIPAL POLICE DEPARTMENTS ACCOMPLISHING. UM, AND SO THIS IS LIKE, UH, 2025 A YEAR IN REFLECTION, SO TO SPEAK. 'CAUSE THIS IS THE 2026 BUDGET. UM, WE HAD 5,250 ASSIGNED CRIMINAL CASES THAT RELATED TO, UM, COMBAT FUNDED PERSONNEL. UH, 297 FIREARMS RECOVERED. 7,212 POUNDS OF NARCOTICS SEIZED, 3,863 FORENSIC CASES WORKED. AND THOSE ARE JUST THE CASES BY COMBAT FUNDED PERSONNEL. UM, 55 INMATE REENTRY VISITS AND 121 INTERNET CRIMES AGAINST CHILDREN CASES ASSIGNED 7 85 TACTICAL SUPPORT RESPONSES, 497 TACTICAL SUPPORT ARRESTS, 13,150 POLICE ATHLETIC LEAGUE VISITS, AND 1,450 COMMUNITY MEETINGS ATTENDED. AT THIS TIME, THE OVERALL RISK TO JACKSON COUNTY RESIDENTS REMAINS VERY LOW. THIS VIRUS IS NOT BEHAVING LIKE COVID-19 OR OTHER TRANSMISSIBLE RESPIRATORY DISEASES. THIS BODY TRIED AND TRIED AND TRIED, BUT IT TOOK SOME COLLABORATION WITH THE NEW EXECUTIVE AND THIS LEGISLATURE TO GET THE $35 MILLION OUT THE DOOR TO COMMUNITY AGENCY TO HELP THE PEOPLE OF JACKSON COUNTY. SO THE QUESTION HAS ALWAYS BEEN WHAT IS LEFT THAT SHOULD LEAVE US WITH MORE MONEY TO GET OUT. I WANNA TAKE A FEW MINUTES TODAY TO DISCUSS JACKSON COUNTY'S ARPA FUNDING THE AUDITS RELATED TO THOSE DOLLARS AND WHERE THINGS CURRENTLY STAND WITH THESE FUNDS. AS YOU KNOW, OVER THE COURSE OF 2021, IN 2022, JACKSON COUNTY RECEIVED APPROXIMATELY $136.5 MILLION IN FEDERAL ARPA FUNDING TO SUPPORT RECOVERY EFFORTS FOLLOWING THE COVID-19 PANDEMIC. THOSE FUNDS WERE REQUIRED TO BE FULLY OBLIGATED BY DECEMBER 31ST, 2024, AND TO BE FULLY EXPENDED BY DECEMBER 31ST, 2026. BETWEEN 2021 AND DECEMBER, 2024, THE COUNTY OBLIGATED AND EXPENDED APPROXIMATELY 66.1 MILLION THROUGH ORDINANCES AND RESOLUTIONS APPROVED OVER SEVERAL YEARS. THE REMAINING 70.4 MILLION WAS OBLIGATED THROUGH YOUR ORDINANCE 5 9 5 5 IN DECEMBER OF 2024 IN ACCORDANCE WITH FEDERAL ELIGIBILITY REQUIREMENTS, THAT LEG LEGISLATION ALSO ANTICIPATED THAT FUTURE RECOUPED ARPA RELATED BALANCES COULD SUPPORT DISADVANTAGED COMMUNITIES AND COUNTY INFRASTRUCTURE NEEDS IN THOSE TWO BUCKETS. I TOOK OFFICE IN LATE OCTOBER AND IN DECEMBER 31ST, 2025. RESOLUTIONS 2 2 1 4 4 THROUGH 2 2 1 4 6 AUTHORIZED $35 MILLION IN COUNTY FUNDING FOR OUTSIDE SERVICE AGENCIES AND COMMUNITY PARTNERS, FULFILLING THE LEGISLATIVE INTENT TO DIRECT SUBSTANTIAL SUPPORT TOWARD DISADVANTAGED COMMUNITIES. SO LEMME BACK UP. SINCE RECEIVING THESE FEDERAL FUNDS, JACKSON COUNTY HAS CONSISTENTLY REPORTED, RECONCILED AND INDEPENDENTLY AUDITED ALL ARPA RELATED EXPENDITURES ALONG WITH CARE ACTS AND EMERGENCY RENTAL ASSISTANCE FUNDING FEDERAL SINGLE AUDITS FOR FISCAL YEARS 20 22, 20 23 AND 2024 HAVE BEEN COMPLETED. AND THE FISCAL YEAR 2025 AUDIT IS ALREADY SCHEDULED FOR LATER THIS YEAR. IT'S ALSO IMPORTANT TO UNDERSTAND HOW THESE ARPA RELATED BALANCES WERE CREATED AND WHY MUCH OF THE ANTICIPATED FLEXIBILITY FOR INFRASTRUCTURE FUNDING HAS DIMINISHED THE HEALTH FUND HAS BEEN THE ISSUE. ORDINANCE 5 9 5 5 DIRECTED APPROXIMATELY 40.8 MILLION IN ELIGIBLE HEALTH FUND EXPENSES TO BE CHARGED TO ARPA. WHILE THAT EFFECTIVELY FREED UP DOLLARS WITHIN THE HEALTH FUND, RISING OPERATIONAL COSTS HAVING CONTINUED TO DEPLETE DEPLETE THOSE BALANCES RAPIDLY COUNTY SUPPORT FOR THE HEALTH DEPARTMENT INCREASED FROM $500,000 IN FISCAL YEAR 2023 TO 4 MILLION IN FISCAL YEAR 2026. ALSO, INMATE HEALTHCARE AND MENTAL HEALTH COSTS AT THE DETENTION FACILITY HAVE ALSO RISEN SUBSTANTIALLY INCREASING THOSE OPPORTUNITIES, EXCUSE ME, INCREASING FROM APPROXIMATELY 650,000 IN 2022 TO APPROXIMATELY 2 MILLION IN 2025. I WANNA STOP THERE AND, AND KIND OF MAKE SURE YOU UNDERSTAND THAT IN 2022, THE INMATE HEALTHCARE MENTAL HEALTH COSTS WERE $650,000. LAST YEAR WAS 2 MILLION. AND ONE OF THE REASONS WERE THAT WE DIDN'T HAVE PEOPLE THAT WANTED TO GO IN THAT FACILITY, THE DEPLORABLE SITUATION IT WAS. AND SO WE HAD ONE AGENCY THAT WAS GOING TO DO THAT. SO I LOOKED TO LOOK FORWARD TO THAT. IN OUR NEW FACILITY, WE'RE GONNA REDUCE THOSE COSTS, BUT AS A RESULT, WHAT IS ONCE EXPECTED TO PROVIDE FLEXIBILITY FOR FUTURE INFRASTRUCTURE INVESTMENTS HAS BEEN STEADILY REDUCED BY GROWING HEALTHCARE AND OPERATIONAL DEMANDS WITHIN THE HEALTH FUND. IT IS ALSO IMPORTANT TO NOTE THAT THE HEALTH FUND CURRENTLY REFLECTS A POSITIVE BALANCE, LARGELY BECAUSE ARPA DOLLARS AND OPIOID SETTLEMENT REVENUES ARE TEMPORARILY OFFSETTING EXPENDITURES. AND BOTH OF THOSE REVENUE SOURCES ARE TEMPORARY. SO EVEN WITH THOSE FINANCIAL PRESSURES ARE REMAIN COMMITTED TO IDENTIFYING RESPONSIBLE FUNDING FORCES, SOURCES FOR COURTHOUSE IMPROVEMENTS, PARK INVESTMENTS IN OTHER COMMUNITY INFRASTRUCTURE PRIORITIES. STAFF CONTINUES TO EVALUATE FUNDING OPTIONS WHILE RECOGNIZING THAT MANY OF THESE OPTIONS RELY ON [00:35:01] RESERVE BALANCES NOT ORIGINALLY BUDGETED FOR THESE PURPOSES, I DON'T HAVE TO TELL YOU GUYS. AT THE END OF THE DAY, THIS IS ABOUT TRANSPARENCY, ACCOUNTABILITY, AND RESPONSIBLE STEWARDSHIP OF TAX DOLLARS. I'LL CONTINUE TO PROVIDE AUDIT RECORDS, FINANCIAL UPDATES, AND CLEAR INFORMATION TO THE LEGISLATURE AND THE PUBLIC AS WE BALANCE OPERATION REALITIES WITH THE LONG-TERM NEEDS OF JACKSON COUNTY. SO I'M PROPOSING THAT WE SPEND APPROXIMATELY $15 MILLION OF THE PREVIOUS ARPA FUNDS, OR I CALL 'EM NPA, NOT ARPA FUNDS FOR ISSUES HERE IN JACKSON COUNTY AND FOR OTHER INFRASTRUCTURE PROJECTS. IN THE PAST, THE 35 MILLION FOR OUTSIDE AGENCIES WAS A LEGISLATIVE LED PROJECT, AND 35 MILLION INFRASTRUCTURE WAS AN EXECUTIVE LED PROJECT. SO I'D LIKE TO SCHEDULE SOME TIME WITH EACH OF YOU THIS WEEK TO DISCUSS THE FUNDS AND OVERALL PLAN TO DISPERSE THIS $15 MILLION TO SEE IF WE CAN GET MONEY OUT THE DOOR AND THESE FUNDS GOING TO HELP US HERE IN JACKSON COUNTY FOR OUR OWN NEEDS. AND ALSO TO ASSIST OUR MUNICIPALITIES IN INFRASTRUCTURES ISSUES AND GET THEM OUT THE DOOR. ANY QUESTIONS? UH, QUESTIONS AND COMMENTS OF THE EXECUTIVE? IT? EXECUTIVE, WE HAD DIRECTED THE FORMER EXECUTIVE TO ALLOCATE THESE FUNDS INTO TWO POTS AND FUNDS WITHIN OUR BUDGET. THAT OBVIOUSLY DIDN'T HAPPEN. UM, BUT, UM, ANY, WHERE DO WE GO FROM HERE? I MEAN, THAT WAS AN ORDINANCE THAT I THINK WE PASSED AND OVERRODE THE EX, THE FORMER EXECUTIVE ON WHAT HAPPENS, AND MAYBE THIS IS THE EXECUTIVE, OR I'M SORRY, THE, UH, GENERAL COUNSEL AS WELL. BECAUSE THAT MONEY SEEMINGLY WAS PUT INTO A PLACE THAT IT WASN'T SUPPOSED TO GO ORIGINALLY. THAT THAT'S THE WHOLE HEALTH FUND ISSUE. THAT'S THE PROBLEM. WOUND A HEALTH FUND AND THE DEPARTMENT OF HEALTH WAS USING IT. UM, OUR INMATE SERVICES WERE DEPLETING IT. ALSO, WE HAVE OPIOID FUNDS THAT WERE COMING IN, GOING TO THE HEALTH FUND. THEY DON'T NEED TO GO TO THE HEALTH FUND AND WE CAN MOVE THOSE AROUND TOO. SO, UH, I I CAN'T TELL YOU WHETHER IT WAS, UH, UH, RECKLESS OR NEGLIGENT OF HOW THEY PUT THOSE FUNDS AND, AND DESIGNATED THE MONEY INTO THOSE FUNDS OR NOT. BUT WE ARE FINDING OUT WHERE THEY ARE AND WHERE THEY WENT AND WHY THEY'RE THERE. AND WE WE'RE GONNA HAVE TO HAVE SOME, UH, DIFFICULT CONVERSATIONS WITH THE, OUR HEALTH DEPARTMENT ABOUT THEIR BUDGETING AND THEIR MONEY. THAT WAS INCREASED EVERY YEAR. AND COVID IS GOING DOWN AND THEIR BUDGETS WERE GOING UP. BUT, UH, WE HAVE TO, TO FIGURE THAT OUT. BUT WE DO KNOW WHERE THE MONEY WENT AND, UH, I THINK IT'S IMPORTANT FOR US TO GET SOME MONEY OUT THE DOOR AND THEN DEAL WITH THE REMAINING, UH, BUDGET SURPLUS LATER QUESTIONS OR COMMENTS, THOUGHTS, UM, INTERESTING AS WELL ABOUT OPIOID FUNDS. 'CAUSE I THOUGHT WE WERE DIRECTED THAT WE COULDN'T SPEND ANY OF THOSE DOLLARS. SO WOULD LOVE TO SEE THAT RECONCILED SOMEWHERE IN OUR PROCESSES. OPIOIDS DIFFERENT THAN THE MARIJUANA FUNDS. THE MARIJUANA FUNDS CAME IN AND THEN THERE WAS A, A LAWSUIT ABOUT THAT, THAT WE COULDN'T AND WE HAD TO RETURN THOSE. THE OPIOID FUNDS ARE THE SETTLEMENTS THAT CONTINUE TO, TO COME IN AND WE'LL CONTINUE IN THE FUTURE FOR SEVERAL MILLION DOLLARS A YEAR. I I THINK WE'D LOVE TO SEE A REPORT ON THAT IN THE FUTURE. OBVIOUSLY NOT NOW, BUT I THINK PREVIOUS ADMINISTRATIONS HAS SUGGESTED THAT WAS FUNDS THAT ALSO COULD NOT BE EXPENDED ON ANYTHING. SO LOVE TO HEAR THAT. UM, BUT DEFINITELY WANNA UNDERSTAND THE OTHER COMPONENT. UH, THERE'S ALSO BEEN SOME SPECULATION AS, AS TO, UM, ABSORBENT AMOUNTS OF OVERSPENDING FROM BUDGETS THAT, UH, TO ME CAN, SEEMS COMPLETELY ERRONEOUS. AND SO I DON'T KNOW IF WE WANNA ADDRESS THOSE IN THE FUTURE. ABOUT A HUNDRED MILLION DOLLARS OVERSPENDING OUR BUDGET BUDGET THAT JUST SIMPLY WASN'T THERE. UM, UNDERSTANDING WE HAD NEW FUNDS THAT WERE CREATED THAT ADDED MONEY INTO OUR POT THAT THEN REASSIGNED SOME THINGS. BUT MAYBE AN OPPORTUNITY IN THE FUTURE FOR US TO ADDRESS THAT, UH, TO THE PUBLIC, UH, AND REASSURE THEM THAT THAT'S NOT HAPPENING. JACKSON COUNTY COUNTY SHOULD RECOGNIZE THEIR 155 YEAR PLUS COMMITMENT TO CARING FOR UNDERPRIVILEGED CITIZENS. IN THE EARLY DAYS OF JACKSON COUNTY COURT, THE FORERUNNER TO TODAY'S COUNTY LEGISLATURE, THE LEGISLATURE BOARDED OUT BY ALLOTTING FUNDS TO PROVIDE PRIVATE PARTIES TO PROVIDE ROOM AND BOARD FOR THOSE WHO NO LONGER COULD CARE FOR THEMSELVES. FIGURED THAT IT COULD BE MORE EFFICIENT TO ADMINISTER ONE INSTITUTION THAN DOING RESOURCES, THEN DOLING OUT RESOURCE TO INDIVIDUAL CARETAKERS. THE COUNTY COURT BOUGHT FOR $1,000 160 ACRE FARM FROM HENRY WASHINGTON YOUNGER, THE FATHER OF THE INFAMOUS COAL YOUNGER IN RURAL JACKSON COUNTY. THIS BECAME JACKSON COUNTY'S POOR FARM, WHICH TECHNICALLY WAS AN ALMS HOUSE OR POOR HOUSE WITH A LARGE WORKING FARM CONNECTED TO OPERATIONS. THE SITE WAS ON HIGH GROUND AND BLUE HILLS COUNTRYSIDE OVERLOOKING THE SCENIC VALLEY OF THE LITTLE BLUE RIVER. EVENTUALLY THE [00:40:01] PROPERTY EXPANDED TO MORE THAN 300 ACRES WITH SEVERAL INSTITUTIONAL BUILDINGS. THE FIRST APPOINTMENTS FOR A SUPERINTENDENT PHYSICIAN WERE FILED IN MARCH OF 1852. BY JULY, 1908, THE CORNERSTONE STONE OF A NEW BUILDING CHANGED THE NAME OF THE INSTITUTION TO THE JACKSON COUNTY HOME. THE BUILDING BECAME AND IS STILL OPERATED TODAY AS A LONG-TERM FACILITY FOR INDIGENT ELDERLY. AND BY THE 1930S, THE INSTITUTION WAS REFERRED TO AS THE JACKS COUNTY HOME FOR THE AGED AND SOMETIMES THE JACKS COUNTY HOME FOR THE AGED AND INFIRM. A SEPARATE NURSING HOME WAS LOCATED ACROSS THE STREET FOR AFRICAN AMERICANS. ANYBODY KNOW WHAT I'M TALKING ABOUT YET? RE SMITH. YOU GET TO GUESS JEOPARDY. IT'S WHERE WE HAD TRUMAN EAST OR UNIVERSITY HEALTH. LAKEWOOD UNIVERSITY HEALTH. TRUMAN MEDICAL CENTER THAT'S ON THAT SIDE. IN 1926, HARRY S TRUMAN, AS RESIDING JUDGE OF THE JACKSON COUNTY COURT, CAMPAIGNED FOR AND SAW PASSAGE OF A BOND ISSUE LEADING TO THE CONSTRUCTION OF THE THREE NORTH FACING WINGS. BESIDES JACKSON COUNTY HOME, THE EAST AND WEST WINGS WERE THREE STORIES HIGH. AND THE CENTER WAS FOUR STORIES. THE FOURTH FLOOR CONSTRUCTED FOR HOSPITAL PURPOSES AND THE MID 1970S ADDITION WAS CONNECTED TO THE TWO BUILDINGS. A FEW YEARS LATER, TRUMAN'S INTEREST IN A NATIONAL HEALTH INSURANCE PROGRAM ANCHORED HIM AS ONE OF THE FIRST NATIONAL LEADERS TO MAKE HEALTHCARE FUNDING A PRIORITY. I'M ALMOST DONE. IN THE MIDST OF THE GREAT DEPRESSION, THE RURAL JACKSON COUNTY EMERGENCY HOSPITAL IN 1937 PROVIDED 24 HOUR EMERGENCY SERVICES LIKE THE COUNTY HOME FOR ELDERLY RESIDENTS. THE HOSPITAL'S 21 MEDICAL AND AND 21 SURGICAL BEDS. AND FOUR MATERNITY BEDS WERE OCCUPIED WITH RESIDENTS WHO WERE WITHOUT FUNDS. AND BY EMERGENCY CASES FOR AUTOMOBILE ACCIDENTS ON RURAL HIGHWAYS. IN THE YEARS THAT FOLLOWED CONDITIONS, DETERIORATED OPERATIONAL CONTROL OF THE HOSPITAL, EVENTUALLY WAS RELINQUISHED TO THE KANSAS CITY GENERAL HOSPITAL AND MEDICAL CENTER CORPORATION, A NONPROFIT CORPORATION. IN 1976, THE JACKSON COUNTY LEGISLATURE OFFICIALLY CHANGED THE NAME OF THE JACKSON COUNTY HOSPITAL AND COUNTY HOME TO TRUMAN MEDICAL CENTER. TODAY THE EXPANSIVELY BEAUTIFUL FORESTED PROPERTY AT LEE SUMMIT ROAD AND GREGOR BOULEVARD STILL IS OWNED BY JACKSON COUNTY. AND BUT TRUMAN MEDICAL CENTER NOW UNIVERSITY UNIVERSITY HEALTH MANAGES THE MEDICAL OPERATIONS UNDER CONTRACT AS PART OF THE TRUMAN MEDICAL CENTER'S STRATEGIC VISION. IN 2021, THE TWO HOSPITALS ADOPTED NEW NAMES. TMC HOSPITAL HILL LOCATED NEAR CROWN CENTER AND TMC LAKEWOOD. THE SIDE OF THE FORMER POOR HOME WORK BEGAN 20 2003 AT LAKEWOOD TO REDESIGN, ENLARGE AND RECONSTRUCT THE 8 19 82 FAMILY CLINIC TO BETTER ACCOMMODATE A HOST OF VITAL SERVICES, INPATIENT SURGICAL UNITS, MEDICAL OFFICES. AND THE $36 MILLION SPENT BACK THEN WAS A HOSPITAL EXPANSION THAT INCLUDED A NEWLY DESIGNED DISTINCTIVE ENTRYWAY, NOW IS REBRANDED AS UNIVERSITY HEALTH. BOTH OF THESE HOSPITALS ARE JACKSON COUNTY HOSPITALS. BOTH THESE HOSPITALS ARE OUR RESPONSIBILITY. THE COUNTY HAS IGNORED THEM FOR QUITE A WHILE. I TOOK A A, A TOUR OF, OF THE ACTUAL 1908 FACILITY OUT AT UNIVERSITY HEALTH, WHICH I'M GONNA ALWAYS CALL IT TRUMAN MEDICAL CENTER 'CAUSE I'M A HARRY TRUMAN GUY. UH, AND IT'S IN, IT'S, IT'S IN TERRIBLE SHAPE. THE, UH, BUSINESS OFFICES WHERE THEY, UH, HAVE A HALLWAY OR ALL THE OFFICES, THEY HAVE, UH, FANS IN THE HALLWAYS GETTING RID OF, OF THE, THE AIR HAVE TERRIBLE AIR.
