A PUBLIC HEARING ON ORDINANCES 6 0 7 4, AN ORDINANCE IMPLEMENTING A 120 DAY MORATORIUM ON THE PROCESS OF DATA CENTER LAND USE APPLICATIONS AND BATTERY ENERGY STORAGE SYSTEMS, LAND USE APPLICATIONS BY JACKSON COUNTY FOR THE PURPOSE OF DEVELOPING A LONG-TERM POLICY AND ACCOMPANYING COUNTY CODE PROVISIONS RELATED TO SUCH APPLICATIONS, INCLUDING THE DIRECTION OF REGULATORY STANDARDS AND ENHANCED PUBLIC NOTIFICATION REQUIREMENTS.

ADDITIONALLY, ORDINANCE 6 0 8 7 AN ORDINANCE ESTABLISHING A TEMPORARY MORATORIUM ON NEW DENNIS CENTER DEVELOPMENTS WITHIN JACKSON COUNTY, MISSOURI, AND ESTABLISHMENT REQUIREMENTS FOR THE FUTURE DATA CENTER PROJECT REVIEW WITH AN EFFECTIVE DATE AND SEVERABILITY CLAUSE FOR WHICH THERE'S AN AMENDMENT.

UH, WE ARE AGAINST THE MORATORIUM.

UH, I WANNA SAY GOOD EVENING, AND THANK YOU FOR THE OPPORTUNITY TO SPEAK TODAY.

UH, I WANT TO BEGIN BY ACKNOWLEDGING THAT MANY IN THIS ROOM HOW THEY'RE FEELING, ESPECIALLY WHEN IT INVOLVES LARGE PROJECTS LIKE DATA CENTERS AND BATTERY STORAGE FACILITIES.

CONCERNS ABOUT WATER USE, ENERGY, DEMAND, NOISE, AND OVERALL CHARACTER OF THE COMMUNITY ARE VALID AND THEY DESERVE TO BE HEARD, RESPECTED, AND ADDRESSED AT THE SAME TIME.

I WANT TO EMPHASIZE SOMETHING THAT IS OFTEN LOST IN THESE CONVERSATIONS.

THOSE OF US INVOLVED IN THESE PROJECTS ARE NOT OUTSIDERS LOOKING IN.

WE'RE PART OF THIS COMMUNITY TOO.

WE LIVE HERE.

WE RAISE FAMILIES HERE.

WE SHARE THE SAME INTEREST IN PROTECTING OUR RESOURCES AND MAINTAINING A HIGH QUALITY OF LIFE.

WE HAVE BEEN BUILDING DATA CENTERS IN THIS COMMUNITY FOR OVER 30 YEARS.

WHEN WE LOOK AT THE FACTS, IT'S IMPORTANT TO KEEP PERSPECTIVE.

DATA CENTERS USE WATER, BUT MODERN FACILITIES RELY ON CLOSED LOOP SYSTEMS THAT SIGNIFICANTLY LIMIT ONGOING CONSUMPTION.

IN MANY CASES, THEIR ANNUAL WATER USAGE IS A FRACTION OF WHAT OTHER COMMON LOCAL USERS ALREADY CONSUME.

FOR EXAMPLE, GOLF COURSES IN JACKSON COUNTY CAN ARE ESTIMATED AT A BILLION GALLONS ANNUALLY OF WATER.

WHILE THE NEA STATUS CENTER IN INDEPENDENCE IS EXPECTED TO USE 400 TO 600,000 GALLONS OF WATER ANNUALLY.

THE SAME IS TRUE FOR ENERGY.

IBW IS HAPPY TO LOBBY AT THE STATE LEVEL FOR BETTER ENERGY REGULATION.

DATA CENTERS ARE PLACED UNDER SOME OF THE HIGHEST UTILITY RATES AND NEW LAWS IN MISSOURI AND KANSAS ARE DESIGNED TO ENSURE THAT RESIDENTIAL CONSUMERS ARE PROTECTED FROM COST IMPACT.

BATTERY ENERGY STORAGE FACILITIES ARE ALSO A CRUCIAL COMPONENT FOR OUR GRID'S, RESILIENCE AND RELIABILITY.

IT'S ALSO A KEY ASPECT FOR GREEN ENERGY INFRASTRUCTURE.

THESE PROJECTS CAN ALSO BRING MEANINGFUL BENEFITS.

THEY GENERATE SUBSTANTIAL LONG-TERM TAX REVENUE FOR SCHOOLS AND LOCAL GOVERNMENTS OFTEN TURNING LOW VALUE PARCELS INTO SIGNIFICANT CONTRIBUTORS TO THE TAX BASE.

AND THEY CAN BE BUILT IN WAYS THAT REDUCE

IMPACTS THROUGH SOUND CONTROL, SETBACKS, LANDSCAPING, AND UPDATED TECHNOLOGY THAT MINIMIZES EMISSIONS.

WHILE WE DO NOT SUPPORT A MORATORIUM, WE ALSO DO NOT SUPPORT GIVING AWAY THE FARM ACCOUNTABILITY MATTERS.

REASONABLE STANDARDS SUCH AS TRANSPARENT WATER REPORTING, MODERN EQUIPMENT REQUIREMENTS AND COMMUNITY BENEFITS AGREEMENTS CAN AND SHOULD BE A PART OF THIS CONVERSATION DONE.

RIGHT.

THESE PROJECTS CAN REFLECT BOTH ECONOMIC OPPORTUNITY AND ENVIRONMENTAL RESPONSIBILITY.

WITHOUT THIS PROJECTS OR THESE PROJECTS, WAGES, HEALTHCARE AND RETIREMENTS ARE HELD UP.

ULTIMATELY, THIS IS A CHOICE.

THIS IS NOT A CHOICE BETWEEN DEVELOPMENT AND COMMUNITY.

IT'S HOW WE DO BOTH.

WITH THE RIGHT SAFEGUARDS IN PLACE, WE CAN WELCOME THOUGHTFUL GROWTH WHILE PROTECTING THINGS THAT MAKE THIS COMMUNITY SPECIAL.

I'M A RESIDENT OF KANSAS CITY, MISSOURI, AND I'VE ALSO BEEN INVOLVED IN A LOT OF THIS ELECTRIFICATION DISCOURSE AND REALLY IN THE, IN THE, IN THE RESEARCH AND DEVELOPMENT OF ALL OF THIS WAY BACK OVER 10, 15 YEARS AGO.

UM, SO I WANNA JUST, YOU KNOW, WANT TO, UM, EXPRESS THE CONCERNS OF THE COMMUNITY, BUT ALSO HOW WE MOVE FORWARD WITH FROM THIS.

AND I THINK THE MORATORIUM IS REASONABLE.

UH, IT'S NEEDED TO ENSURE THERE'S TRANSPARENCY, UH, ACCOUNTABILITY AND RESPONSIBILITY TO THE VERY MUCH THE RESIDENTS OF THIS COMMUNITY.

I ALSO KNOW THAT, UM, THE CITY HAS ALSO IS SOON WILL BE RETURNING BACK WITH SOME RECOMMENDATIONS.

SO I HAVE A, I ALSO HAVE A QUESTION RATHER THAN JUST SAYING THAT WE'RE NOT, WE DON'T SUPPORT THIS, UH, WE SUPPORT THE MORATORIUM AT THE MOMENT, BUT WE WANNA MAKE SURE THAT THIS ALSO PAUSES ANYTHING THAT THE CITY MAY BE DOING.

AND IF YOU ARE ALL HAVING THOSE CON CONVERSATIONS SIMULTANEOUSLY, BECAUSE WHEN WE THINK ABOUT THE HAZARDS AND THE CUMULATIVE IMPACTS THAT THIS FACES IN OUR, THAT OUR COMMUNITY FACES, WE NEED TO ADDRESS ALL OF IT FROM ALL THE SECTORS, FROM PUBLIC HEALTH, ENVIRONMENTAL QUALITY, THE PERMITTING, THE AIR ISSUES, THE WATER ISSUES, AND EVERYTHING THAT THE PREVIOUS SPEAKER MENTIONED.

HOWEVER, WE ALSO NEED TO THINK ABOUT THAT.

NONE OF THIS, WE DON'T HAVE ANY POLICIES IN PLACE, ANYTHING IN PLACE AT THE, HERE, AT THE LOCAL LEVEL, AT THE COUNTY LEVEL TO MOVE FORWARD AT THE MOMENT.

AND SO WE DO APPRECIATE YOU ALL PUTTING THIS FORWARD AS A MORATORIUM.

UM, AND I ALSO WANT TO MAKE SURE THAT WHEN WE'RE THINKING ABOUT THE BOTH TECHNOLOGIES, RIGHT, THAT WE'RE NOT ACCUMULATING BOTH BECAUSE THERE'S TWO DIFFERENT TECHNOLOGIES, RIGHT? DATA CENTERS ARE ONE OF ITS OWN, AND THE BATTERY ENERGY STORAGE SYSTEMS ARE INDEFINITELY ONE OF THEIR OWN AS WELL.

AND ONE OF THE THINGS THAT A LOT OF PEOPLE HAVE NOT RAISED IS ALSO, ALSO THE DECOMMISSIONING PLANS OF THESE PROJECTS.

'CAUSE THEY DO HAVE A SHELF LIFE.

AND WHEN WE THINK ABOUT THOSE DECOMMISSIONING PLANTS AND THE HAZARDOUS WASTE THAT IT WILL PRODUCE IN OUR COMMUNITIES, ASIDE FROM ALL THE OTHER ISSUES THAT YOU ALL HAVE ALREADY HEARD OF, THAT IS VERY IMPORTANT.

A LOT OF OUR, A LOT OF OUR NEIGHBORHOODS IN KANSAS CITY LIVE ON SUPERFUND SITES, HAZARDOUS WASTE SITES.

AND WE NEED TO CONSIDER THIS VERY CAREFULLY BECAUSE WE ARE STILL PAYING THOSE COSTS, YOU KNOW, IN DIFFERENT WAYS.

THE CITY AND THE COUNTY ARE PAYING THOSE COSTS IN A LOT OF DIFFERENT WAYS THROUGH LEGAL FEES, CLEANUPS, AND THINGS THAT DON'T, JUST DON'T GET RESOLVED.

AND SO, I I REALLY APPRECIATE THE 120 DAY MORATORIUM.

AND WE BE, WE WILL BE, UM, ALSO BE, UH, SUBMITTING A LETTER OF RECOMMENDATIONS, WHAT THAT CAN LOOK LIKE.

UM, AND, UM, YEAH, AND TO ENSURE THAT WE CONTINUE TO PUT A PAUSE ON THIS UNTIL THERE'S DEFINITELY A SUPPORT FROM RESIDENTS, NOT FROM THE DECISION MAKERS IN OUR COMMUNITY, BUT RESIDENTS.

AND IF THEY OPPOSE IT, WE NEED TO RESPECT THAT BECAUSE, YOU KNOW, A LOT OF THESE CENTERS HAVE THEIR OWN MONEY.

THEY CAN DO, THEY CAN BUILD THIS STUFF, RIGHT? YOU ALL ALSO DON'T NEED TO PROVIDE ANY INCENTIVE TO THEM.

THE SAME THING WE'VE BEEN SAYING TO THE LOCAL MUNICIPALITIES IN, IN, UM, AT THE CITY, AT KANSAS CITY, MISSOURI, THAT THERE IS NO NEED FOR ANY OF THIS.

AND EVERY PROJECT NEEDS AN INDEPENDENT STUDY, EVERY SINGLE PROJECT, NOT JUST A BLANKET PERMIT THAT SAYS HERE, WE ENSURE THAT YOU CAN MOVE FORWARD, BUT EVERY SINGLE DEVELOPER NEEDS TO PROVIDE THEIR OWN, UH, ASSESSMENT, HEALTH, UH, IMPACT ASSESSMENT.

AND WE'LL BE SUBMITTING A LETTER, AS I PREVIOUSLY MENTIONED, AND WE CAN CC ALL OF THE, EVERYONE HERE ON THE BOARD.

BUT IF YOU GO TO THE UDC, AND WHICH I'D LIKE TO READ FROM JUST A LITTLE BIT, IF, IF I MAY, UM, APPENDIX A SUMMARIZES THE USES AUTHORIZED WITHIN EACH ZONING DISTRICT USES, OTHER THAN THOSE SPECIFICALLY AUTHORIZED IN THE DISTRICT REGULATIONS AS USES PERMITTED AS OF RIGHT USES PERMITTED BY CONDITIONAL USE PERMIT.

ACCESSORY USES OR PLANNED USES IN EACH DISTRICT MAY BE ALLOWED ONLY IF THE DIRECTOR FINDS THAT SUCH USES ARE SIMILAR TO IN CHARACTER TO AN AUTHORIZED USE AND WILL HAVE NO GREATER ADVERSE EFFECT ON ADJACENT PROPERTIES OR THE SURROUNDING AREAS THAN THE AUTHORIZED USES.

THE PRINCIPAL PURPOSE OF THIS DISTRICT IS TO PROVIDE FOR LARGE TRACKS OF OPEN LAND, 10 ACRES OR MORE DEVOTED TO ACTIVE AGRICULTURE AND OPEN SPACE USES, INCLUDING CROP FARMING, ANIMAL RAISING, PASTURE, AND WOODLANDS WITH RELATED RESIDENTIAL AND FARM STRUCTURES AND EQUIPMENT.

UM, AND, AND I DON'T KNOW ABOUT YOU GUYS, BUT I DON'T THINK A BATTERY ENERGY STORAGE DEVICE FALLS INTO THAT CATEGORY.

AND SHE, UH, SUBSEQUENTLY SOLD HER HOUSE BECAUSE SHE INHERITED HER FAMILY'S FARM AND MOVED AND TOOK OVER THE HOUSE.

AND IT'S A RELATIVE THAT WANTS TO SELL THE LAND RIGHT NEXT TO IT OR LEASE THE LAND TO THE BATTERY STORAGE COMPANY.

WE HAVEN'T HEARD OF MASSIVE DISASTERS.

THEY'RE VERY SAFE.

THEY HAVE A GOOD SAFETY RECORD.

THE TECHNOLOGY WITH WATER HAS GOTTEN EXTREMELY BETTER TO THE POINT WHERE THEY ARE NOW BUILDING, UH, DATA CENTERS WITH TECHNOLOGY THAT USE WATERLESS DATA CENTERS.

AND THOSE ARE STARTING TO COME ONLINE.

THERE ARE ALL OF THESE THINGS THAT I REALIZE FOLKS HAVE BEEN TALKING ABOUT AND, AND THE KIND OF FEAR TACTICS OF THE UNKNOWN OR THIS, THIS NEW PHENOMENON THAT PEOPLE ARE SEEING.

MORE OF THEM.

WE HEARD THE SAME THING WITH WINDMILLS.

WE'VE HEARD THE SAME THING WITH SOLAR PANELS.

WE'VE HEARD THE SAME THINGS WITH ALL KINDS OF TECHNOLOGY AS WE ADVANCE WITH DIFFERENT WAYS OF, WHETHER IT BE ELECTRIFICATION, POWER TECHNOLOGY, WITH DATA, EVEN CARS.

WE HEAR ABOUT ALL THIS ALL THE TIME.

AND SO I THINK THAT IT'S, IT'S INCUMBENT UPON US TO ACTUALLY TAKE SOME OF THIS FACTS AND DATA AND, AND THE HISTORY OF WHAT THESE, UM, WHAT THESE TYPES OF, OF PROJECTS DO, AND LOOK AT WHAT THE ACTUAL PRACTICAL APPLICATION OF THAT IS.

AND WE'RE HEARING ALL OF THESE DIFFERENT THINGS THAT ARE FAIRLY UNPROVEN AND MAYBE FROM A YOUTUBE VIDEO OR SOMETHING, AND THEY CATCH FIRE AND PEOPLE PUT 'EM OUT AND, AND ACT LIKE THEY ARE, UM, YOU KNOW, KIND OF, YOU KNOW, UH, GOSPEL AS FAR AS THIS IS FOR SURE GOING TO BE WHAT HAPPENS.

AND THAT'S NOT TRUE.

AND WE HAVE DECADES OF EVIDENCE TO SHOW THAT THAT IS NOT TRUE.

AND THIS, THE SAFETY AND THE EFFICIENCY AND THE ECOLOGY OF THEM HAVE GOTTEN BETTER THROUGH TIME.

SO I, I THINK THAT'S, THAT'S ONE THING THAT'S IMPORTANT.

THE OTHER THING THAT'S IMPORTANT IS THAT, LOOK, THESE, THESE ARE OUR FRIENDS, OUR NEIGHBORS THAT ARE GOING TO WORK ON THESE PROJECTS.

AND FOR FOLKS THAT SAY THAT THESE ARE TEMPORARY JOBS, THEY ABSOLUTELY ARE NOT.

THEY ARE JOBS THAT CONTINUE TO BE THERE ON THESE PROJECTS.

YOU HAVE TO UPDATE THESE TECHNOLOGIES.

YOU HAVE TO DO THESE THINGS.

AND THE SKILLS THAT FOLKS LEARN FROM ONE PROJECT, THEY TAKE TO ANOTHER PROJECT AND THEY TAKE TO OTHER TYPES OF PROJECTS, NOT EVEN THOUGH THEY MIGHT NOT BE DATA CENTERS, BUT THE INFORMATION THAT THEY GLEAN AND THE CAREERS THAT ARE, ARE BORN OUT OF THESE PROJECTS ARE MASSIVE.

AND THEY ARE IMPORTANT BECAUSE THEY ARE FOLKS IN OUR COMMUNITY THAT WILL THEN THRIVE IN OUR COMMUNITY, THAT WILL STAY IN OUR COMMUNITY, THAT WILL SPEND MONEY IN OUR COMMUNITY, THAT WILL HELP SMALL BUSINESSES IN OUR COMMUNITY AND THAT PAY TAXES IN OUR COMMUNITY AND HELP THE FABRIC OF OUR COMMUNITY.

AND FOR US TO SAY THAT WE DON'T WANT THAT HERE IS, IS A PROBLEM.

SO I THINK THAT, YOU KNOW, OBVIOUSLY IF WE NEED TO TAKE A LOOK AT SOME OF THE THINGS, IF WE NEED TO LOOK AT WHETHER IT BE ZONING OR APPLICATION OR, OR HOW WE TAKE INTO ACCOUNT, WHAT GOES INTO TO AUTHORIZING THESE PROJECTS, GREAT.

WE ARE HERE TO HELP.

WE HAVE FOLKS THAT HAVE BEEN INCUMBENT OR, UH, INSTRUMENTAL IN SOUND MITIGATION IN ALL OF THESE DIFFERENT SAFETY MEASURES THAT HAVE BEEN, UH, CONSTRUCTED OVER THE LAST FOUR DECADES WITH THESE TYPES OF PROJECTS THAT KNOW THE TECHNOLOGY THAT'S COMING, THAT ARE LEARNING WHAT THAT TECHNOLOGY IS AND HOW TO, HOW TO DEPLOY IT.

AND MISSOURI IS BEHIND WHEN IT COMES TO OUR POWER GRID AND ENERGY INNOVATION.

AND WE COLLECTIVELY NEED TO PUSH FOR MORE AND BETTER RENEWABLE ENERGY SOURCES.

THINGS LIKE SOLAR, WIND, AND BATTERY ENERGY STORAGE SYSTEMS. UM, BATTERY ENERGY STORAGE SYSTEMS OR BUS ARE SYSTEMS THAT CAPTURE EXCESS ENERGY FROM POWER GRIDS AND STORE IT FOR LATER USE.

THESE SYSTEMS ARE VERY IMPORTANT FOR THE EXPANSION OF RENEWABLE ENERGY AND THE MODERNIZATION OF OUR POWER GRIDS.

BATTERY ENERGY STORAGE SYSTEMS HELP TO LOWER ELECTRICITY BILLS AND IMPROVE RELIABLE POWER BY REDUCING ENERGY WASTE AND POWER OUTAGES.

MANY OF US IN THIS ROOM, UM, HAVE PROBABLY HEARD ABOUT THE HARMFUL ENVIRONMENTAL IMPACTS OF DATA CENTERS, AND IT'S A GOOD STEP FORWARD FOR A COUNTY LEGISLATOR TO TAKE THE TIME TO HAVE A PLAN IN PLACE FOR THOSE THINGS.

UM, I DO SUPPORT A MORATORIUM FOR DATA CENTERS, BUT BATTERY ENERGY STORAGE SYSTEMS DO NOT HAVE THE SAME AD ADVERSE ENVIRONMENTAL IMPACTS THAT DATA CENTERS DO, AND THEY SHOULD NOT BE LUMPED TOGETHER WITH THEM.

UM, FOR THE LARGE AND HYPERSCALE DATA CENTER DEVELOPMENTS, I THINK THAT'S IT'S VITAL THAT COMMUNITY MEMBERS, UM, ARE ABLE TO PROVIDE THEIR INPUT AND OPINIONS ON ANY NEW DEVELOPMENTS, INCLUDING BEST, AND THAT THOSE WHO WISH TO HAVE BEST SYSTEMS LEASED ON THEIR LAND, THAT THEIR PROPERTY RIGHTS ARE CONSIDERED AS WELL.

UM, BUT, BUT RATHER THAN INCLUDING BEST IN THE MORATORIUM ALONGSIDE DATA CENTERS, UM, WHEN DATA CENTERS DO REQUIRE AND SHOULD HAVE COMPREHENSIVE PLANS TO ADDRESS ENVIRONMENTAL AND OTHER ADVERSE COMMUNITY IMPACTS PACS, UM, THE LEGISLATOR SHOULD, SORRY.

THE LEGISLATOR SHOULD TAKE THE OPPORTUNITY TO MEET WITH STAKEHOLDERS IN THE ENVIRONMENTAL AND RENEWABLE ENERGY SPACE TO LEARN ABOUT THE IMPORTANCE OF BATTERY ENERGY STORAGE SYSTEMS IN CREATING A RENEWABLE ENERGY FUTURE FOR JACKSON COUNTY AND HOW TO, UM, ADDRESS COMMUNITY CONCERNS WHILE STILL ALLOWING FOR THE PROCESSING OF APPLICATIONS FOR BATTERY ENERGY STORAGE SYSTEMS. AND WHERE IT'S GOING IS ELON MUSK AND HE IS PUT HIS MONEY WHERE HIS MOUTH IS, AND HE'S NOT BUILDING THESE HERE ON EARTH.

HE SAYS THE ULTIMATE PROVINCE FOR THESE IS IN OUTER SPACE, AND HE IS MERGING SPACEX WITH XI TO DO JUST THAT.

WELL, IN SPACE, IT'S NOT SO BIG A PROBLEM THAT HEAT CAN BE READILY DISSIPATED IN, IN WAYS THAT CAN BE EASILY ENGINEERED AND EVENTUALLY AND SOONER THAN WE KNOW THE ADV TECHNOLOGY'S ADVANCING SO QUICKLY, WE'RE GOING TO BE DEALING WITH AI DATA CENTERS THAT ARE RUN BY QUANTUM COMPUTERS, AND THAT WILL LEAVE THESE DATA CENTERS WITH TODAY'S CURRENT TECHNOLOGY IN THE DUST, THEY WILL BECOME TECHNOLOGICAL RELICS.

SO THEN THE QUESTION BECOMES, WHAT ARE YOU GONNA DO BY WAY OF REMEDIATION WITH THESE AI DATA CENTERS? THE, THE CLOSED LOOP SYSTEMS THEY TALK ABOUT WITH WATER, JUST AS, UH, JUST AS AN ASIDE, UM, I'VE, I'VE HEARD VARYING FIGURES, 14 MILLION GALLONS, UH, A YEAR, NO MORE DOWN TO WHAT WAS CITED, UH, HERE TODAY.

I DON'T KNOW WHAT THE TRUTH OF IT IS, BUT I KNOW THAT THESE CLOSED LOOP SYSTEMS USE FOREVER.

AND I CAN ASSURE YOU THOSE TRENCHES WILL ARE RESERVOIRS THAT WILL HOLD FAR GREATER THAN 14 MILLION GALLONS JUST AS RUNOFF.

THE TECHNOLOGY.

THIS BIG PUSH, THIS BIG PUSH WITH AI TECHNOLOGY IS, IS BECAUSE WE ARE IN, UH, WE ARE IN A 21ST CENTURY RACE WITH, UH, CHINA.

WE HAVE, AS GREG SAID, BEST FACILITIES COMING IN RIGHT AND LEFT IN OUR SOUTH, OUR CORNER OF EASTERN JACKSON COUNTY.

UM, MY IDEA IS THAT WE NEED TO BE EXPEDITIOUS IN OUR TIMELINES, MEANING THE 120 DAY IS MY PREFERRED BECAUSE IT KEEPS US MOVING.

AND WE KNOW THAT OUR MEMBERS HAVE AN OPPORTUNITY TO WORK THOUSANDS OF HOURS ON DATA CENTER PROJECTS THAT NOT ONLY HELP SECURE THE PROFIT, THE LONG TERM, UH, SECURITY OF OUR FUNDS, BUT ALSO THE SECURITY OF THEIR FAMILIES AND, AND THOSE THAT THEY, UM, TRY TO PROVIDE FOR.

AND WHILE WE UNDERSTAND THE DESIRE TO ENSURE CAREFUL PLANNING A BLANKET MORATORIUM SENDS THE WRONG MESSAGE TO THE INDUSTRY AND AT RISK STALLING SIGNIFICANT ECONOMIC OPPORTUNITY FOR OUR RESIDENTS.

DATA CENTERS ARE NOT MERELY BUILDINGS, BUT THEY'RE CRITICAL INFRASTRUCTURE THAT FUELS THE MODERN ECONOMY FROM OUR SCHOOLS TO OUR FINANCIAL SYSTEMS. INSTEAD OF HALTING PROGRESS, WE ENCOURAGE THE COUNCIL TO ADOPT A POLICY OF REASONABLE DEVELOPMENT.

WHILE UNO BELIEVES THAT IMPLEMENTING THE RIGHT STANDARDS, WE CAN ENSURE THAT THESE PROJECTS PROVIDE MAXIMUM BENEFIT TO OUR COMMUNITY WITHOUT CREATING THE BURDENS.

SOME FEAR THE ECONOMIC POTENTIAL HERE IS SUBSTANTIAL DATA CENTER CONSTRUCTION GENERATES THOUSANDS OF HIGH QUALITY UNION LEVEL CONSTRUCTION CRAFT HOURS.

THESE PROJECTS CAN DRIVE LOCAL PROPERTY TAX REVENUE, WHICH

HELP IN TURN, UH, WHICH IN TURN HELPS COMMUNITIES EXPAND SCHOOLS AND MODERN AND MODERNIZE INFRASTRUCTURE OFTEN WHILE LOWERING THE TAX BURDEN ON RESIDENTS.

DATA CENTERS CAN REPEAL LONG OVERDUE ECONOMIC OPPORTUNITY, PARTICULARLY IN AREAS THAT HAVE BEEN LEFT BEHIND.

AND WE BELIEVE THAT JACKSON COUNTY CAN ACHIEVE A WIN-WIN BY FOCUSING ON THE FOLLOWING AND ENSURING THAT DEVELOPERS ARE PAYING THEIR FAIR SHARE, REQUIRING HIGH, HIGH LABOR STANDARDS.

AND IN PRIORITIZING TRANSPARENCY.

ALL OF THIS CAN BE ACCOMPLISHED WITHOUT CREATING A MORATORIUM, AND IT'S SOMETHING THAT THE LEGISLATURE CAN WORK ON PROACTIVELY, UH, WITHOUT FREEZING ALL DEVELOPMENT AT ONCE.

YOU KNOW, WE HAVE SOME INCREDIBLE ELECTED OFFICIALS SITTING BEHIND THE DIOCESE HERE AND, UH, COUNTY EXECUTIVE TO MY RIGHT, THAT IS A WORLD CLASS NEGOTIATOR.

UM, I IT IS HARD FOR ME TO BELIEVE THAT WE DON'T HAVE THE VISION NECESSARY TO LOOK AT THE OPPORTUNITIES THAT DATA CENTERS CAN BRING.

YOU KNOW, WHETHER YOU ARE IN SUPPORT OF DATA CENTERS OR OPPOSED, I THINK REGARDLESS OF THE SUBJECT OF DATA CENTERS, WE ALL AGREE THAT THERE ARE ARE MONUMENTAL THINGS THAT WE WOULD LIKE TO SEE ACCOMPLISHED HERE IN THE COUNTY, WHETHER THAT'S IMPROVING OUR PUBLIC SCHOOL SYSTEMS, WHETHER THAT'S, UH, CREATING NEW SOCIAL PROGRAMS TO HELP THE MOST VULNERABLE IN OUR COMMUNITIES.

BUT ALL OF THESE THINGS AND THAT WE WOULD LIKE TO ACCOMPLISH AS A COMMUNITY CAN'T BE DONE WITHOUT NEW REVENUE.

AND FRANKLY, DATA CENTERS ARE PROVIDING ONE OF THE MOST OPPORTUNE MOMENTS FOR ELECTED OFFICIALS TO THINK BIG, THINK CREATIVELY, AND NEGOTIATE TO FIND THE WINS FOR THE COMMUNITY THAT EXISTS FAR BEYOND THE DATA CENTER PROJECT.

AND SO I ENCOURAGE YOU GUYS TO OPPOSE THE MORATORIUM TO THINK 20 STEPS DOWN THE ROAD AND HOW WE CAN LEVERAGE DATA CENTER PROJECTS TO BE A WIN, NOT JUST FOR THE CONSTRUCTION TRADES, NOT JUST FOR OUR STUDENTS IN OUR PUBLIC SCHOOLS, BUT FOR THE COMMUNITY AT LARGE.

I APPRECIATE THE OPPORTUNITY TO HIGHLIGHT NOT ONLY THE WORK WE HAVE ACCOMPLISHED OVER THE PAST SEVEN MONTHS, BUT ALSO THE COLLABORATIVE EFFORTS THAT ARE HELPING MOVE JACKSON COUNTY FORWARD.

I'M VERY ENCOURAGED BY THE CONVERSATIONS TAKING PLACE REGARDING THE PROPOSED ALLOCATION OF ARPA FUNDS AND THE LEGISLATION BEING CONSIDERED TO FORMALLY CODIFY PROTECTIONS FOR TAXPAYERS THROUGH THE TAX CREDIT PROCESS.

AS WE CONTINUE THESE DISCUSSIONS, IT'S IMPORTANT TO REMEMBER THAT BEFORE PASSING THE ARPA FUNDING, THIS BODY WILL HAVE A, A PUBLIC MEETINGS, RESIDENTS CAN REVIEW THE PROPOSAL.

I ALSO WANNA TAKE A OPPORTUNITY TO THANK OUR FACILITIES PEOPLE HERE IN THE JACKSON COUNTY.

EVER SINCE I'VE BEEN IN OFFICE, I'VE HAD A BATHROOM THAT'S BEEN BROKE, ON THE SECOND FLOOR.

UH, THE GENTLEMAN'S BATHROOM HAD TO KNOW THEY USED IT.

UH, ONE OF THE, THE TOILETS JUST DIDN'T WORK.

THE OTHER ONE WAS JUST FALLING OFF THE WALL.

AND, UH, OUR FACILITIES PEOPLE ARE PROUD OF THIS COURTHOUSE IN RESTORING THE, UH, HISTORY OF IT.

AND THEY WORKED ALL WEEK THIS LAST WEEK TO REINSTALL THE TWO TOILETS AND THEY'RE UP AND RUNNING AND IT, IT JUST, UH, ESTABLISHES THE INTEGRITY OF THIS COURTHOUSE AND I REALLY APPRECIATE THEIR HARD WORK.

UM, GONE ARE THE DAYS WHERE WE'RE JUST PUTTING, UH, SIGNS ON THE DOOR SAYING THIS ISN'T BEING USED ANYMORE.

SO I WANNA APPRECIATE AND TELL THEM THAT MR. EXECUTIVE, THOSE ARE UNION PLUMBERS, AREN'T THEY? THEY SURE ARE.

THEY SURE ARE.

I ALSO WANNA REMIND EVERYONE ABOUT THE COMMUNITY TOWN HALL MEETING, UH, TOMORROW REGARDING THE FUTURE OF THE FORMER MCCUNE PROPERTY.

THE MEETING WILL TAKE PLACE FROM FIVE 30 6:30 PM AT THE PRAIRIE UPPER ELEMENTARY SCHOOL, AND I MAKE SURE THE INVITATION HAS BEEN TO ALL THE, ANY LEGISLATORS THAT WANT TO ATTEND THAT.

UM, PEOPLE THAT DO KNOW THE MCCUNE PROPERTY OR MCCUNE SCHOOL HAS REMAINED CLOSED SINCE 2012, AND THIS MEETING IS AN OPPORTUNITY FOR AREA RESIDENTS AND INTERESTED COMMUNITY MEMBERS TO SHARE THEIR THOUGHTS ON THE FUTURE OF THIS COUNTY OWNED SITE OUT IN EASTERN JACKSON COUNTY.

PUBLIC INPUT WILL PLAY AN IMPORTANT ROLE AS WE EVALUATE POTENTIAL PATHS FORWARD.

SO I ENCOURAGE ANYONE INTERESTED THAT'S LISTENING US OR WATCHING THAT IN THE PROPERTY'S FUTURE TO ATTEND AND PARTICIPATE IN THAT DISCUSSION.

HE SAID THE PROBLEM BEGAN AS THE PASSES WERE HELD AT CUSTOMS IN NEW JERSEY AND COULDN'T GET THROUGH.

UM, THE K-C-A-T-A IS AWARE THAT PEOPLE HAVE HAD TO WAIT A VERY

THEY'RE INCREASING THE STAFFING AT THE POINT OF SALE BY OFFERING OVERTIME EFFECTIVE IMMEDIATELY ALSO SAID, HE SAID, MAKE SURE IT'S A GOOD REMINDER THAT THERE IS A GRACE PERIOD OF THREE WEEKS.

SO FOR THE NEXT THREE WEEKS, PEOPLE ARE STILL ABLE TO RIDE THE BUSES FOR FREE.

UM, THEY ARE IN THE, THE EARLY THINGS OF CHANGING.

THE ONLY THING THAT I HAVE AND, AND MAYBE IT'S A REQUEST TO HELP WITH MORE PROMOTION, CAN YOU REMIND FOLKS, TAXPAYERS WHO HAVE STILL ISSUES WITH THEIR TAXES OR THEIR RATE, THE PROCESS FOR APPEALING TIMELINES AND THE SENIOR FREEZE AS WELL TO QUALIFY TO MAKE SURE THAT WE DON'T HAVE FOLKS MISS, UH, THOSE DEADLINES.

A COUPLE A COUPLE TAX THINGS I WAS GONNA SPEAK TO.

I THINK YOU HAVE SOME LEGISLATION THERE ABOUT, UH, THE TAX SALE PROCESS.

UH, FIRST AND FOREMOST, UH, THE SENIOR TAX FREEZE, IT'S A TAX CREDIT.

WE CALL IT A TAX FREEZE.

IF YOU'RE 62 YEARS OLD, YOU APPLY FOR THAT TODAY, YOU GET APPROVE THAT IF YOU HAVE, UH, AN INTEREST IN THE PROPERTY AND YOU GO THROUGH THE THREE REQUIREMENTS THAT YOU ARE UP THE PROPERTY OWNER, THAT TAX WILL FREEZE.

YOU'LL GET A CREDIT, WHICH MEANS IT WILL NOT GO UP ANYMORE.

AND THAT WILL AFFECT YOU NEXT YEAR.

IT WON'T BE AFFECTING THIS YEAR.

SO THAT'S IMPORTANT FOR EVERYONE TO KNOW ABOUT.

UM, FRIDAY IN THE PRESS CONFERENCE, WE ALSO ANNOUNCED THE NEW PAY AHEAD TAX PROGRAM THAT WE'RE IMPLEMENTING JULY 1ST.

AS EVERYONE LISTENING OR WATCHING KNOWS, IT IS A REAL PAIN TO COME UP WITH THAT BIG CHUNK OF CHANGE TO PAY YOUR TAX BILL IN DECEMBER DURING THE HOLIDAYS AND BEFORE YOU WEREN'T ABLE TO JUST PAY THAT.

AND I KNOW PEOPLE WANT TO WORK ON THEIR OWN BUDGETS, THEY WANNA BE ABLE TO PAY IT WHEN THEY CAN.

SO WE'RE IMPLEMENTING THE ABILITY FOR ANYONE TO COME IN AND PAY TOWARDS THEIR TAX BILL.

IF THEY WANNA PAY WEEKLY, MONTHLY, DAILY, THEY'RE GONNA HAVE THE OPPORTUNITY TO GO PAY THAT AND THEN COME DECEMBER, THAT'LL BE A CREDIT AGAINST WHAT THEIR TAX BILL IS AND IT WON'T BE SUCH A BIG HUGE BITE AT THE END OF THE, OF THE YEAR.

IT ONLY MAKES SENSE.

IT'S JUST COMMON SENSE.

IT'S SOMETHING IN THE YEAR 2026 WE DEFINITELY SHOULD BE DOING FOR SURE.

UH, WE ARE MOVING INTO THE, UH, EVERY OUR YEARLY DELINQUENT LAND TAX SALE.

UM, IT CHANGES DAILY AS PEOPLE COME AND GO AS THEY, UH, ARE PAYING THEIR BILLS FORWARD AND NOT, BUT AS OF TODAY, WE HAVE 1600 SALE, UH, DELINQUENT TAX SALES THAT WILL BE SOLD ON IN AUGUST.

AND IT'S IMPORTANT TO UNDERSTAND THAT THESE PROPERTIES, 287 INDEPENDENTS 1317 IN KANSAS CITY ARE FOR TAXPAYERS WHO WERE DELINQUENT IN 20 22, 20 23, AND 2024.

SO WE HAVE HAD SOME, UH, HUGE PROBLEMS WITH THE TAX ASSESSMENT TO SAY THE LEAST, AND, AND NOT JUST THE LAST THREE YEARS, BUT WE HAVE THE, THE ORDER FROM THE STATE TAX COMMISSION AND, UH, FOLLOWING THE, THE REASSESSMENT ON 23 AND 24 OF REDUCING THOSE.

UH, WE ARE MAKING SURE, AND I KNOW THIS BODY IS REALLY CONSCIOUS OF THE FACT THAT WE'RE NOT MAKING SURE ANYONE IN THE 23 AND 24 REASSESSMENT PROCESS HAVE ANY DELINQUENCIES THAT AREN'T TAKEN CARE OF.

WE ARE RECAL CALCULATING THOSE.

WE ARE GOING TO GIVE TAX CREDITS AGAINST THAT.

UM, AND WE WANNA MAKE SURE THAT EVERYONE HAS THE ABILITY TO, TO UPDATE THEIR TAX SALE TOO, BECAUSE IT IS, IT IS, UH, NOT DIFFICULT FOR YOU TO COME IN AND FIX THAT IF YOU WANT TO, IF THAT MAKES SENSE.

SO IF A REAL ESTATE PARCEL HAS A DELIN LINK WITH TAX THAT'S THREE YEARS OLD, THE PROPERTY, THE, THE, THE COUNTY WILL MOVE FOR A FORECLOSURE, FORECLOSURE SALE TO RECOVER BACK TAXES.

THAT'S THE LAW.

THAT'S STATE LAW.

IT'S NOT SOMETHING WE CHOOSE TO DO THAT WE WANT TO DO.

IF THE COURT AGREES, THE COUNTY'S ASSESSMENT AND COURT WILL ISSUE A JUDGMENT GRANTING THE FORECLOSURE ORDER.

THE PROPERTY ORDER HAS SEVERAL OPPORTUNITIES TO REDEEM THE PROPERTY BEFORE IT IS SOLD.

SO REMEMBER, FIRST, THE PROPERTY OWNER COULD PAY THE TAXES AND PENALTIES AND ASSOCIATED SUIT COSTS IN FULL ANY TIME PRIOR TO THE SALE, OR REMOVE THE PROPERTY FROM THE SALE TAX PROCESS.

THIS PAYMENTS MUST BE MADE IN PERSON, IN CASH OR CERTIFIED FUNDS.

IN THE ALTERNATIVE, THE OWNER OF A PROPERTY PENDING SALE FOR DELINQUENT TAX THAT MAY ENTER INTO A PAYMENT CONTRACT TO AVOID THE SALE OF THEIR PROPERTY.

THESE CONTRACTS MAY BE ENTERED ONLY AFTER THE JUDGMENT OF FORECLOSURE AND WILL NORMALLY REQUIRE AN UPFRONT NON-REFUNDABLE PAYMENT AND NON-REFUNDABLE INSTALLMENT PAYMENTS.

THEREAFTER.

WE KNOW WHAT'S HAPPENED BEFORE AND WE'RE NOT GOING TO JUST STRICTLY FOLLOWED BY THINGS AND JUST START GRABBING PROPERTY AT THREE YEARS.

AND ALSO TO LIST SOME SPECIFICS FOR A PERSON RECEIVING THIS.

NOTICE HOW THEY HAVE THE ABILITY TO GO BACK AND MAKE SURE THAT IT'S NOT SOLD AND THE DIFFERENT, UH, ABILITIES THEY ARE TO GO AND MAKE PAYMENTS TOWARDS IT AND FIX IT.
