AND TODAY WE'RE GONNA, YOU KNOW, UM, I THINK ALL OF YOU'RE FAMILIAR WITH RESTART AND THAT WE REALLY SERVE EVERY POPULATION OF PEOPLE FROM, UH, YOUNG ADULTS AND YOUTH TO FAMILIES, TO SINGLES TO SENIORS TO VETERANS. UM, BUT WE'RE GONNA KIND OF HONE IN ON FAMILIES TODAY. UM, SO THIS IS A BIG, UM, WE GOT A BIG PROJECT HAPPENING, BUT WE ALSO HAVE A BIG PROBLEM, UM, IN OUR COMMUNITY. UM, SO, UM, WE HAVE BEEN AROUND FOR 45 YEARS DOING THIS WORK ACROSS THE COMMUNITY. SO OUR 45TH ANNIVERSARY THIS YEAR, AND RESTART HAS REALLY BEEN AN ORGANIZATION THAT OVER THOSE 45 YEARS, HAS REALLY RESPONDED TO THE CHANGING NEEDS ACROSS OUR COMMUNITY. SO, WHAT BEGAN IN A CHURCH AND AN OVERNIGHT MEN'S SHELTER ONLY 45 YEARS AGO, YOU KNOW, NOW SERVES OVER 1300 PEOPLE A YEAR, UM, WITH A FOCUS ON EXITING PEOPLE OUT OF HOMELESSNESS. UM, SO, UM, WE HAVE SEEN THIS INCREASE IN HOMELESSNESS GROWING ACROSS OUR COMMUNITY 30% YEAR OVER YEAR FOR THE LAST FOUR YEARS. UM, SO IT IS CONTINUING TO GROW, UM, AND WE'VE SEEN RENTAL INCREASES FROM 30 TO 50% HAPPENING OVER THE LAST FIVE YEARS, RIGHT? SO WHEN WE THINK ABOUT RENT OR A MORTGAGE BEING USUALLY THE LARGEST BILL THAT MOST PEOPLE PAY, AND YOU THINK ABOUT A 30 TO 50% INCREASE TO THAT, IT CAN REALLY BLOW ONE'S BUDGET RIGHT OUT OF THE WATER, RIGHT? AND SO THAT IS REALLY WHAT WE'RE SEEING WITH THE INCREASE IN GROWTH IN FAMILIES WHO ARE EXPERIENCING HOMELESSNESS. SO IN, UM, 2024, WE TURNED AWAY 414 FAMILIES THAT CALLED US SEEKING SHELTER THAT WE COULD NOT BRING IN AND SERVE. THAT'S A LOT. AND THERE WAS NOT ANOTHER ANSWER FOR THEM. AND 2025, THAT NUMBER WENT UP TO 718 FAMILIES. SO WE ARE JUST CONTINUING TO SEE MORE AND MORE FAMILIES THAT ARE JUST NOT ABLE TO MAKE IT WORK, RIGHT? UM, THEY'RE LOSING THEIR HOUSING AT A VERY RAPID RATE. WE HAVE A LOT OF CHILDREN IN OUR COMMUNITY RIGHT NOW LIVING IN CARS, LIVING OUTSIDE, RENTING, STORAGE UNITS, RENTING, MOVING TRUCKS, AND STAYING IN THE BACK OF THOSE, UM, BECAUSE THEY'RE [00:05:01] FINDING, TRYING TO FIND WAYS THAT THEY CAN TRY TO GET BY. UM, AND SO WE ARE JUST CONTINUING TO SEE THAT NEED GROW. WE BEGAN SORT OF A MASTER FACILITY PLANNING PROCESS IN 2024. WE, YOU KNOW, HAVE BEEN SEEING THE NEED GROW. AND, UM, SO WE'VE REALLY EMBARKED ON THIS TO FIGURE OUT HOW WE WERE GONNA HAVE GROWTH AND EXPANSION, UM, IN OUR PROGRAMS. UM, SO WE HAVE BEEN ON A JOURNEY TO LOCATE, UH, PROPERTY OVER THE LAST YEAR AND A HALF OR SO. UM, AND SO WE ARE UNDERTAKING, AND IN ABOUT 30 DAYS ACTUALLY, WE'LL BE HOSTING A RIBBON CUTTING FOR THE MAIN STREET FAMILY LODGE, WHICH WILL BE 100% FAMILIES. WE'LL BE TRIPLING OUR CAPACITY FOR FAMILIES TO SERVE THERE. UM, AND THAT IS AN INTERIM HOUSING OPTION FOR FAMILIES. SO THEY COME AND THEY TYPICALLY STAY WITH US THREE TO SIX MONTHS, AND WE GET THEM MOVED ON INTO PERMANENT HOUSING. UM, WE, UM, YOU KNOW, WE WILL BE ABLE TO TURN THOSE OVER AND WE WILL BE ABLE TO SERVE ANYWHERE FROM PROBABLY AROUND 150 FAMILIES, UM, A YEAR THROUGHOUT THAT PROGRAM. SO ACCESS TO PUBLIC TRANSPORTATION IS NUMBER ONE FOR FOLKS. UM, WHICH OBVIOUSLY WE HAVE A STREETCAR STOP RIGHT OUTSIDE OF OUR BUILDING, WHICH IS AWESOME. WE ALSO HAVE GREAT ACCESS TO BUS LINE. UM, SO PRIVATE PARKING WAS ANOTHER ONE, WHICH THIS HAS A PRIVATE PARKING LOT, UM, BECAUSE THERE'S NOTHING WORSE THAN IF YOU'RE TRYING TO RESTART YOUR LIFE AND YOU COME OUT AND YOUR CAR'S BEEN STOLEN OR DAMAGED, AND IT'S JUST ANOTHER SETBACK. UM, SO PROTECTING THAT ASSET WAS REALLY IMPORTANT TO FOLKS. UM, AND HAVING ACCESS, UM, EASILY TO, UM, JOBS WAS ANOTHER ONE. SO THROUGH TRANSPORTATION YOU CAN HAVE ACCESS TO, UM, THOSE JOBS. SO, UM, WE ARE IN THE FINAL STAGES. UM, YOU CAN GO TO THE NEXT SLIDE. UM, THIS IS VERY EFFECTIVE FOR FAMILIES, RIGHT? 98% OF OUR FAMILIES EXIT OUT OF THIS SETTING AND INTO A PERMANENT HOUSING SITUATION. SO OFTENTIMES FOLKS DON'T NEED US FOR LONG, RIGHT? THEY JUST NEED A LANDING SPOT TO GET IT TOGETHER. AND I HAVE ONE OF MY AMAZING, UH, FAMILY CASE MANAGERS HERE WITH ME TODAY. WE HAD TWO FAMILIES LINED UP TO COME IN AND SHARE THEIR STORY WITH YOU, BUT THEY HAVEN'T ARRIVED YET. SO, UM, , TYRA WILL SHARE A LITTLE BIT, UM, IF, IF THEY DON'T POP IN HERE IN A MINUTE. UM, SO THE FAMILIES THAT COME IN, THEY ALL COME FROM DIFFERENT, UH, BACKGROUNDS, DIFFERENT REASONS OF WHY THEY GOT INTO THESE SITUATIONS. ONE OF THE FAMILIES THAT WAS COMING IN TODAY THAT WAS GONNA SPEAK, SHE ACTUALLY WAS IN A DV SITUATION AND SHE WAS, SHE'S CURRENTLY PREGNANT WITH TWINS AND SHE HAS THREE CHILDREN. UM, WHEN SHE CAME IN, SHE WAS ACTUALLY IN OUR SINGLE WOMEN'S PROGRAM BECAUSE SHE WAS AFRAID TO GET, WHICH WE ASSISTED IN HER GETTING THE CHILDREN SO THAT WE COULD BRING HER INTO SHELTER WITH US INTO THE FAMILY PROGRAM. SO ONCE WE GOT HER INTO THE PROGRAM, UH, THE FAMILY PROGRAM, SHE WAS ABLE TO THEN GET ALL OF HER IDENTIFYING DOCUMENTS, FIND EMPLOYMENT, AND THEN WE WAS ABLE TO REGISTER HER WITH THE HOUSING AUTHORITY TO GET HER A HOUSING CHOICE VOUCHER. SO SHE IS CURRENTLY DUE TO MOVE ANY TIME WITHIN THE NEXT THREE TO FOUR DAYS AFTER HOUSING GOES IN AND DO HER INSPECTION. SO WE WAS REALLY PROUD OF HER. AND HER BABIES ARE [00:10:01] DUE LIKE IN OCTOBER. SHE'S HAVING TWIN WAS DUE TO SPEAK TODAY. AND THEN, SO IT'S JUST, YOU KNOW, EVERYBODY'S STORY IS DIFFERENT. WE HAVE THOSE THAT'S COMING FROM LEVY'S SITUATIONS. WE HAVE THOSE THAT JUST LOST THEIR DATE SHELTER FOR MAYBE 30 DAYS TO SAVE UP MONEY TO BE ABLE TO PAY THAT FIRST MONTH'S RENT AND DEPOSIT AND THEN GET BACK OUT. THAT, UM, JUST CAME ON HARD TIMES. AND SO EACH SITUATION IS DIFFERENT. YOU KNOW, WE HAVE, THAT ACTUALLY CAME FROM A CAMP. AND SO IN THAT CAMP, SHE WAS BROUGHT IN BECAUSE SHE HAS A 3-YEAR-OLD DAUGHTER THAT WE FELT WAS IN DANGER. SO WE BROUGHT HER, AND EVEN WITH HER, SHE WAS ABLE TO GET IDENTIFYING DOCUMENTS FOR HER AND HER CHILD. SHE HOUSING THEIR CHOICE VOUCHER AND WAITING TO BE APPROVED FOR HER APARTMENT THAT SHE'S WANTING TO MOVE. SO EVERYBODY'S SITUATION IS DIFFERENT AND AS LONG AS THEY TRUST THE PROCESS, AND THEY HAVE SAID THERE'S NO REASON FOR THEM NOT TO BE ABLE TO BE HOUSED IN A TIMELY FASHION. OKAY, , STEPHANIE, WAIT ONE SECOND, BECAUSE I THINK FOR THE SAKE OF THE RECORD AND RECORDING, YOU'RE GONNA NEED A MICROPHONE TO HEAR YOU. OKAY. UNLESS THERE'S ANOTHER WE CAN SWAP. AND SO, UM, ONCE SHE CAME IN, I THINK, WHAT WAS IT, SIX WEEKS OR SO, SIX WEEKS, RIGHT? WAS ALL SHE NEEDED, RIGHT? UM, WORKING ALONGSIDE SHATI, UM, TO BE ABLE TO THEN SAVE EVERYTHING THAT SHE HAD, RIGHT? SO THAT SHE COULD GET BACK TO THAT PLACE. SO WE'RE JUST CONTINUING TO SEE MORE AND MORE FAMILIES IN THAT SITUATION. THEY DON'T NEED HELP FOR EVER, RIGHT? THEY'RE JUST NEEDING A HELP FOR A SHORT PERIOD OF TIME. AND SO THIS EXPANSION PROJECT, WE'RE VERY EXCITED ABOUT TO BRING IN MORE FAMILIES. UM, AT THE END OF THE DAY THOUGH, THAT PROJECT IS STILL NOT GONNA SERVE ALL THE 718 FAMILIES THAT CALLED ME LAST YEAR, RIGHT? WE'VE MADE A COMMITMENT TO CREATE A HUNDRED UNITS OF AFFORDABLE HOUSING FOR THE PERMANENT HOUSING SIDE OF THAT. UM, BUT WE ARE ALSO UNDERWAY TO EXPAND, UM, OUR YOUTH AND SINGLE PROGRAMS AS WELL. WE ARE ACTIVELY NEGOTIATING AND HOPEFULLY A FINAL LOI TO PURCHASE ANOTHER PROPERTY THAT WE WOULD EXPAND EVERYTHING ELSE FROM NINTH AND HARRISON, UM, INTO THAT PROJECT OVER THE NEXT YEAR OR SO. UM, SO WE ARE COMMITTED TO OUR MISSION, RIGHT? WHICH IS TO PROVIDE PATHWAYS TO STABLE HOUSING FOR FOLKS, UM, AND CONTINUING TO TRY TO, UM, INVEST IN WHAT THAT LOOKS LIKE IN OUR COMMUNITY. WHAT WE DO WORKS, WE JUST NEED PARTNERS TO HELP US SCALE SO WE CAN DO MORE AND SERVE MORE PEOPLE. UM, AS I'M SURE YOU ALSO ALL KNOW, THAT COMBAT IS THE BIGGEST POT OF DEDICATED VIOLENCE PREVENTION FUNDING THAT WE HAVE IN OUR ENTIRE METROPOLITAN AREA. THIS FUNDING NOT ONLY GOES TO COMMUNITY ORGANIZATIONS, LIKE WAS REPRESENTED JUST BEFORE US WITH RESTART, BUT ALSO, UM, POSITIONS AT OUR LAW ENFORCEMENT AGENCIES, POSITIONS WITH THE COURTS, AND EVEN POSITIONS WITHIN OUR OWN OFFICE. AND SO, WHILE IT DEFINITELY GOES TO THE GRASSROOTS COMMUNITY ORGANIZATIONS THAT ARE DOING REAL WORK, IT ALSO HAS A VERY PURE AND BONAFIDE LAW ENFORCEMENT FUNCTION AS WELL. THIS TAX IS UP, UM, AND IT WILL BE, UM, DONE IN MARCH OF 2027 IF WE DO NOT PUT THIS RENEWAL QUESTION BEFORE THE VOTERS. WE HAVE TO KEEP THESE ORGANIZATIONS FUNDED. UM, THE EASTERN JACKSON COUNTY DRUG TASK FORCE IS EXCLUSIVELY FUNDED BY COMBAT. SO SHOULD THIS TAX NOT BE RENEWED, IT WOULD CEASE TO EXIST. AND WITH THAT, I'LL KICK IT OVER TO DIRECTOR WOODARD WITH A LITTLE BIT MORE INFORMATION ON KIND OF WHAT IS AT RISK, SHOULD WE NOT PLACE THIS BEFORE THE VOTERS IN NOVEMBER? THANK YOU, UH, MR. UH, JUST TO PUT THESE IN TERMS OF NUMBERS BETWEEN 2022 AND 2025, OVER 20 MILLION POTENTIALLY LETHAL DOSES OF FENTANYL WAS CONFISCATED OFF OF OUR STREETS. AND I THINK THAT'S IMPORTANT, UH, TO NOTE. UM, ONE OF THE THINGS THAT I DO WANNA HIGHLIGHT, AND WHILE A LOT OF PEOPLE UNDERSTAND COMBAT SUPPORTS LAW ENFORCEMENT INITIATIVES, IT IS IMPORTANT TO NOTE THAT THAT'S JUST ONE PART OF, OF COMBAT. UH, WE ARE EXCITED ABOUT THE WORK THAT THAT COMBAT DOES TO FUND ENFORCEMENT INITIATIVES, BUT I THINK WHAT'S EQUALLY IMPORTANT IS THE PREVENTION AND TREATMENT EFFORTS. UH, RIGHT NOW IN THE AREA OF 31ST STREET, IN PARTNERSHIP WITH THE POLICE DEPARTMENT, UH, THIRD DISTRICT, UH, CITY COUNCILWOMAN MELISSA ROBINSON, AS WELL AS, UH, COMBAT FUNDED TREATMENT AGENCIES ARE PROVIDING 48 HOURS OF SUPPORT FOR INDIVIDUALS IN THAT AREA RIGHT NOW. ONE OF THE BIGGEST ISSUES THAT THEY HAD IS FINDING BEDS FOR INDIVIDUALS WHO NEEDED THE DETOX COMBAT FUNDS. THE BULK OF THAT WORK IN THIS REGION, UH, AS WE ALL KNOW, THE IMPACTS TO STATE AND FEDERAL FUNDING ON OUR VICTIM ADVOCACY ORGANIZATIONS TO THE TUNE OF MILLIONS OF DOLLARS IMPACTING OUR LOCAL AGENCIES. MANY OF THEM ARE FUNDED THROUGH COMBAT, UH, ALL OF OUR LAW ENFORCEMENT SCHOOL-BASED INITIATIVES. AND SO, WHILE I, I AM ALWAYS EXCITED TO TALK ABOUT THE 20 PLUS POLICE OFFICERS, THE MILLIONS OF DOLLARS THAT GO TO SUPPORT ALL OF THE, THE POLICE AND LAW ENFORCEMENT AGENCIES IN THE REGION. WE FUND OVER 107 COMMUNITY AGENCIES THAT ARE ON THE GROUND ADDRESSING THE THOUSANDS OF IN, IN INDIVIDUALS WHO NEED MENTAL HEALTH SERVICES, WHO HAVE DRUG TREATMENT, UH, HELP THAT THEY NEED EDUCATION, WHICH IS GOING UPSTREAM, PREVENTING CRIME AND VIOLENCE BEFORE IT HAPPENS. I TELL EVERYONE THE, THE SAFEST CRIME SCENE IS THE ONE THAT NEVER HAPPENS IN THE FIRST PLACE. AND SO COMBAT IS ACTUALLY ON THE GROUND ADDRESSING THOSE ISSUES AND HAVE BEEN DOING SO IN OUR COMMUNITY FOR OVER 30 PLUS YEARS. AND SO THIS TAX DOES RUN OUT IN MARCH OF 2027. THIS IS OUR LAST OPPORTUNITY TO GET THIS ON THE BALLOT BEFORE IT EXPIRES. AND I, I, I AM AFRAID TO DESCRIBE WHAT WOULD HAPPEN IF THIS TAX IS NOT RENEWED. UH, ALL OF THE AGENCIES THAT WOULD NOT ONLY LOSE THIS FUNDING, BUT MAY HAVE TO CLOSE THEIR DOORS THAT ARE ADDRESSED IN PUBLIC SAFETY IN OUR COMMUNITY RIGHT NOW. SO I'M HERE TO ANSWER ANY QUESTIONS. WE DO HAVE OUR IMPACT REPORT, WHICH I'VE SHARED, UH, WITH MANY OF YOU ALL BEFORE. IT'S ON OUR WEBSITE. SO INDIVIDUAL C DOLLAR FOR DOLLAR, WHERE COMBAT FUNDING HAS GONE. UM, THAT DOESN'T LIE AT THE RESPONSIBILITY OF ANY ONE PARTICULAR INDIVIDUAL, BUT WE LEARNED THAT SOME OF THOSE AGENCIES WERE NOT EVEN ABLE TO MAKE PAYROLL. AND SO COMBAT IS NOT JUST A GAP FILLER, IT IS A FOUNDATIONAL ASSET IN OUR COMMUNITY AT A TIME WHERE CRIME PREVENTION AND CRIME REDUCTION COULD NOT BE MORE IMPORTANT. AND IF YOU WILL SEE THE BALLOT LANGUAGE BEFORE YOU THAT WE ARE ASKING YOU TO APPROVE IN PLACE ON THE NOVEMBER BALLOT, WE HAVE INCLUDED LANGUAGE THAT EXTENDS THE PERIOD OF COMBAT FROM SEVEN YEARS TO 10 YEARS. THAT WAS AN EFFORT TO BE BETTER, UM, CUSTOMER SERVICE, UH, UH, ORGANIZATION TO OUR AGENCIES, ASKING THEM TO CONSTANTLY RENEW THEIR APPLICATIONS. AND ASKING THIS BODY TO CONSTANTLY PUT THE QUESTION BEFORE THE VOTERS. WE FELT LIKE A 10 YEAR SUNSET PERIOD WAS MUCH MORE APPROPRIATE. BECAUSE AS A MAJOR METROPOLITAN CITY, UNFORTUNATELY WE WILL HAVE CRIME, BUT WITH COMBAT WE CAN GET OUT IN FRONT OF IT. AND WITH THAT, WE WILL TAKE ANY QUESTIONS, QUESTIONS AND COMMENTS FOR PROSECUTOR OR MR. COMBAT DIRECTOR? YES. VICE CHAIR. UM, HOW DO WE MEASURE THE EFFECTIVENESS OF THE AGENCY SPEND? SO I I, I FEEL LIKE THE LAW ENFORCEMENT, YOU QUOTE HOW MUCH FENTANYL WE'VE TAKEN OFF THE STREET, HOW MANY ARRESTS THAT, THOSE ARE METRICS THAT I CAN PUT MY TEETH INTO WHEN IT COMES TO, UM, I DON'T KNOW, AN ORGANIZATION THAT'S SAVED THERE TO PREVENT PEOPLE FROM BECOMING ADDICTED TO DRUGS. MM-HMM . IT. H HOW DO WE, HOW DO WE MEASURE WHETHER THAT AGENCY'S DOING A GOOD JOB AND WHETHER THERE'S A DIFFERENT AGENCY THAT MAYBE WOULD DO A BETTER JOB? I, IT DOESN'T SEEM LIKE OUR CRIME NUMBERS ARE GOING DOWN. AND, AND I DON'T WANNA MAKE IT WORSE BY NOT HAVING THIS FUNDING, BUT AT THE SAME TIME, IF WE'VE BEEN FUNDING IT FOR 35 YEARS AND IT HAS A PREVENTATIVE ELEMENT TO IT, AND WE SEE OUR CRIME NUMBERS KEEPING GOING UP, IT'S AT SOME POINT WE HAVE TO CRITICALLY ASK OURSELVES, ARE WE INVESTING AT ALL AS WISELY AS WE COULD? AND, AND SO I'M JUST, ARE AGENCY BY AGENCY, ARE THEY EXPECTED TO MEET CERTAIN METRICS? AND, AND IF SO, DO WE MEASURE THEM? DO YOU HAVE THE STAFF? YOU NEED ALL THOSE THINGS TO, TO REALLY MAKE SURE THAT WE'RE DIRECTING? 'CAUSE WE DON'T, FOR OTHER AGENCIES, THIS LEGISLATIVE BODY DECIDES WHICH AGENCIES GET MONEY AND IT GETS MEASURED BY OUR AUDITORS AND ALL THAT STUFF. I'M JUST NOT AS FAMILIAR, AND I WANT THE PUBLIC TO BE FAMILIAR WITH THE IDEA THAT, THAT THIS MONEY'S BEING INVESTED SMARTLY, UM, EVERY, EVERY SINGLE YEAR BASED ON THE DECISIONS THAT ARE MADE BY THE APPOINTED BOARD BOARD MEMBERS. YEAH. AND MADAM PROSECUTOR AND DIRECTOR, IF I CAN ADD, ALSO EXPLAIN THE VALUE OF THE INVESTMENTS IN OUR POLICING AGENCIES, BECAUSE EQUAL TO THAT, THE REALITY OF IS CRIME BEING PREVENTED BY A POLICE OFFICERS WE'RE INVESTING IN THAT MAY BE DIFFERENT AS WELL. SO, YEAH. UH, ONE, I JUST WANNA START BY SAYING I ACTUALLY REALLY APPRECIATE THAT QUESTION. I THINK ONE OF THE THINGS THAT, THAT WAS, UH, GLARINGLY APPARENT TO ME IS THE, THE NEED FOR PEOPLE TO UNDERSTAND, LIKE, HOW DO YOU, UH, HOW DO YOU MEASURE CRIME THAT DIDN'T HAPPEN? MM-HMM . RIGHT? HOW DO YOU, HOW DO YOU MEASURE, UH, A SHOOTING THAT DID NOT HAPPEN? IT'S EASY TO TALK ABOUT THE ENFORCEMENT PIECE, BUT I WOULD ARGUE THAT THAT'S NOT PREVENTION, RIGHT? THAT'S ENFORCEMENT. THAT'S, THAT'S JUSTICE THAT HAPPENS AFTER THE CRIME IS COMMITTED. WHEN WE THINK ABOUT PUBLIC SAFETY, I THINK WE HAVE TO THINK ABOUT, UH, TWO PATHS AT THE SAME TIME. ONE IS DATA. AND I WOULD ACTUALLY ARGUE THAT THE DATA DOES SUGGEST THAT CRIME, UH, WHETHER WE'RE TALKING ABOUT HOMICIDE RATES OR EVEN NON-FATAL GUNSHOT, UH, UH, VICTIMS, IT'S ACT IT ACTUALLY IS DOWN IF YOU LOOK AT THE, THE PAST FOUR OR FIVE YEAR TREND. UH, BUT I DO THINK WHAT'S EQUALLY IMPORTANT IS DO PEOPLE FEEL, UH, SAFER? I THINK THAT'S ALSO IMPORTANT. I, I I THINK IT'S IMPORTANT IF A PERSON IS A VICTIM, UH, OF CRIME, DO THEY HAVE A PLACE TO GO? WHAT RESOURCES ARE AVAILABLE TO THEM? I THINK IF YOU ARE, UM, UH, SOMEONE RIGHT NOW WHO DEALS WITH SUBSTANCE ABUSE AND YOU WANNA GET OFF, IS THERE PLACES FOR YOU TO GO AND DETOX? I THINK ALL OF THOSE THINGS NEED TO BE MEASURED. AND I WOULD SAY THE ANSWER TO EACH ONE OF THOSE QUESTIONS IS BECAUSE OF COMBAT ANSWER IS YES. AN AREA THAT DOES LOOK ACROSS ALL OF THOSE, NOT ONLY TO FIGURE OUT HOW DO WE FINANCE AND SUPPORT SOME OF THE INITIATIVES IN THAT SPACE, BUT HOW DO WE CONVENE, HOW DO WE NO LONGER CONTINUE TO TRY TO ADDRESS THESE ISSUES IN SILOS WHERE WE JUST HAVE THE POLICE DEPARTMENT? I WAS AT AN EVENT, UH, A COUPLE OF WEEKS AGO WHERE, UH, REPRESENTATIVES FROM THE POLICE DEPARTMENT WERE THERE AND ACTUALLY SAID, WE CANNOT ENFORCE OUR WAY OUT OF THIS. WE NEED YOU ALL. AND THEY WERE TALKING TO COMMUNITY. MANY OF THE INDIVIDUALS IN THAT ROOM THAT THEY WERE TALKING ABOUT WERE COMBAT FUNDED AGENCIES. THEY WERE SAYING, WE NEED YOU ALL. WE CAN'T DO THIS ALONE. SOME OF THE CHALLENGES THAT WE FACE THAT MAKE OUR COMMUNITY NOT SAFE AREN'T POLICE ISSUES. THEY ARE MENTAL HEALTH ISSUES, COMBAT SUPPORTS THAT THEY ARE EDUCATION AND SCHOOL-BASED INITIATIVES, COMBAT SUPPORTS THAT WORK. UM, THEY'RE RESPONDING RIGHT NOW THROUGH OUR STRIVING HUBS. EVERY BULLET TO SKIN INCIDENT THAT HAPPENS IN, IN KANSAS CITY AREA, IT'S REFERRED TO ONE OF OUR STRIVE HUBS, ONE OF OUR FIVE HUBS. OUR FIVE HUBS REACH OUT TO THOSE INDIVIDUAL FAMILIES TO FIND OUT WHAT DO THEY NEED. THEY WORK WITH THOSE FAMILIES TO MAKE SURE, ONE, THAT THERE'S NOT RETALIATION. THEY MAKE SURE THAT EVEN IF IT WAS A, THERE WAS A VICTIM OF A, A VIOLENT CRIME, THAT THEY'RE ABLE TO LAY THEIR FAMILIES TO REST. MANY OF OUR CHURCHES WON'T EVEN PROVIDE FUNERAL SERVICES FOR THESE INDIVIDUALS BECAUSE IT'S NOT SAFE. BUT BECAUSE OF COMBAT FUNDING, THOSE FAMILIES NOW GET CLOSURE AND ARE LESS LIKELY TO POSSIBLY RE-OFFEND OR WE HAVE, UH, FINANCIAL SUPPORT TO MAKE SURE THAT THE POLICE DEPARTMENT IS THERE. SO FUNERALS ARE NO LONGER GETTING SHOT UP THO. THOSE ARE ALSO DATA POINTS THAT I THINK'S IMPORTANT FOR US TO KNOW. THINGS THAT WE TRY TO SHARE IN OUR IMPACT REPORT SO THAT WE CAN BEGIN TO MEASURE THIS. BUT I THINK THE BIGGEST PIECE IS DO COMMUNITY MEMBERS FEEL SAFE? AND THOSE ARE THE THINGS WE'RE OUT IN THE COMMUNITY RIGHT NOW WORKING TO BETTER UNDERSTAND, SO WE CAN MAKE SURE WE'RE ADDRESSING THAT. ALSO, I WOULD SAY AN UNFORTUNATE AND GREAT EXAMPLE TO EXTEND ON WHAT DIRECTOR WORDER WAS COMMENTING. YOU KNOW, I, I OPENED UP MY COMMENTS TODAY WITH THE FACT THAT WE HAVE HAD A ROUGH WEEK PLUS AS IT PERTAINS TO VIOLENT CRIME IN OUR COMMUNITY AND THE RESIDENTS IN THOSE NEIGHBORHOODS WHERE THOSE SHOOTINGS HAPPENED, PROBABLY DON'T CARE TO HEAR THAT HOMICIDES ARE DOWN 21% COMPARED TO THE FIVE YEAR AVERAGE. THEY PROBABLY DON'T CARE TO HEAR THAT NON-FATAL SHOOTINGS ARE DOWN 25% COMPARED TO THE FIVE YEAR AVERAGE. BUT I WOULD BE REMISS IF I DID NOT HONESTLY SAY TO THIS LEGISLATIVE BODY THAT WE ARE WILLING TO LOOK AT THE PORTION OF FUNDING GOING TO LAW ENFORCEMENT AND EVEN POTENTIALLY RETOOLING WHAT PURPOSES THAT FUNDING WILL BE USED FOR. WE BELIEVE THAT LAW ENFORCEMENT, WELL-FUNDED LAW ENFORCEMENT IS AN INTEGRAL PART TO ANY CRIME FIGHTING APPARATUS. THE SAME RINGS TRUE RIGHT HERE IN JACKSON COUNTY, BUT WE WOULD BE DOING OURSELF A DISSERVICE IF WE DID NOT GO TO THE DRAWING BOARD AND LOOK TO SEE HOW WE COULD BE DOING THINGS BETTER AS IT PERTAINS TO OUR FUNDING DECISIONS. AND, UH, EVEN AFTER YOU PASS IT, THERE STILL CAN BE WEEKS AND MONTHS TO GET IT THROUGH THE PROCESS AS YOU KNOW, HOW SLOW IT CAN BE. SO EACH WEEK OF, OF THIS AS AN, AS A, AN UNDUE BURDEN TO OUR MUNICIPALITY, MUNICIPALITIES ON FUNDS THEY SHOULD RECEIVE FOR YEARS. [26-25 By the authority vested in me as County Executive of Jackson County, Missouri, and in accordance with the Jackson County Charter, including the appointment authority set forth in Article III, Section 6, I hereby order as follows: Section 1. Findings On June 15, 2026, the County Legislature adopted Resolution No. 22306 (7-0), encouraging the establishment of a functioning Jackson County LGBTQ+ Commission and presenting a recommended framework for its creation. The Resolution found that Jackson County is home to diverse LGBTQ+ residents who continue to face unique challenges related to housing, healthcare access, public safety, employment, education, and discrimination, and it encouraged “the prompt advancement of legislation or action by the County Executive” necessary to formally establish the Commission without unnecessary delay. This Executive Order constitutes that action. Section 2. Establishment There is hereby established the Jackson County LGBTQ+ Commission (the “Commission”), an advisory body within the Office of the County Executive. Section 3. Purpose The Commission shall advise the County Executive on policies, programs, and practices affecting LGBTQ+ residents of Jackson County, and shall promote equity, inclusion, and responsiveness to the needs of the LGBTQ+ community. Section 4. Composition and Appointment The Commission shall consist of nine (9) members, composed as follows: (a) One (1) member appointed from each of the County's six (6) legislative districts; and (b) Three (3) members appointed at-large, without regard to district of residence, to ensure broad representation of the County's LGBTQ+ community and allied stakeholders. All members shall be appointed by the County Executive. As provided in Article III, Section 6 of the Jackson County Charter, written notice of each appointment shall be filed with the Clerk of the Legislature, and any appointment not disapproved by the Legislature within fifteen (15) days of such filing shall stand approved. Members shall be Jackson County residents, and district-seat members shall reside within the district they represent. Section 5. Terms and Vacancies Members shall serve three (3) year terms. Of the initial appointments, three (3) members shall be appointed to a one (1) year term, three (3) to a two (2) year term, and three (3) to a three (3) year term, as designated by the County Executive, in order to establish a staggered rotation. Members may be reappointed without limitation. A vacancy shall be filled in the same manner as the original appointment for the remainder of the unexpired term. Members shall serve without compensation, subject to reimbursement of reasonable expenses consistent with County policy. Section 6. Officers The Commission shall annually elect from among its members a Chair, Vice Chair, and Secretary, each serving a one (1) year term. The Chair shall preside at meetings and serve as the Commission's primary liaison to the County Executive. The Vice Chair shall act in the Chair's absence. The Secretary shall ensure minutes and records are maintained consistent with Section 7 of this Order. Section 7. Meetings, Quorum, and Committees The Commission shall meet no less than six (6) times per year. A majority of members then serving (five (5), assuming a full nine-member Commission) shall constitute a quorum. The Commission may establish standing and ad hoc committees as needed. All meetings shall be open to the public and conducted consistent with Chapter 610, RSMo (the Missouri Sunshine Law) and applicable County policy. Section 8. Attendance and Ethics Members are expected to attend meetings regularly; a member who incurs three (3) consecutive unexcused absences, or who misses more than half of the Commission's meetings in a calendar year, may be removed by the County Executive upon recommendation of the Commission. Members shall comply with all applicable County ethics and conflict-of-interest policies. Section 9. Duties and Limitations The Commission shall advise the County Executive on matters affecting LGBTQ+ residents, serve as a forum for community engagement, and submit an annual written report to the County Executive summarizing its activities and recommendations. The Commission shall have no authority to bind the County, expend County funds, or exercise executive or legislative authority; its role is strictly advisory. Section 10. Bylaws The Commission shall adopt bylaws governing its internal operations, consistent with this Order, at its inaugural meeting. The bylaws framework attached to Resolution No. 22306 shall serve as the Commission's initial bylaws unless and until amended by the Commission by majority vote, provided no amendment may conflict with this Order or applicable law. Section 11. Administration The County Executive shall designate a staff liaison to provide administrative support to the Commission. Staff and administrative support shall be provided through the existing budget of the Office of the County Executive; any dedicated appropriation for Commission programming shall require separate legislative action. Section 12. Duration and Effect This Order shall remain in effect until rescinded, superseded, or until the Commission is established by ordinance of the County Legislature, at which point this Order shall be superseded by that ordinance. The County Executive may amend this Order as circumstances require. Section 13.
