UM, WITH ME, OUR MAYOR DARL BOX, AND OUR ALDERMAN, TWO OF THEM, JIMMY JONES AND RUBEN WALCOTT.
WE'RE HERE REPRESENTING, UM, CITIES OF BUCKNER, SIBLEY, AND LEVI.
THREE SMALL, BUT RESOURCEFUL CITIES IN JACKSON COUNTY.
UM, IN THE PACKETS THAT I PROVIDED YOU, THERE ARE, UM, BASICALLY MY CURRENT PRESENTATION.
ALSO, THERE IS A LETTER THAT WAS SENT TO JACKSON COUNTY LEGISLATURE IN MAY, AND THEN THE ORIGINAL REQUEST FOR ASSISTANCE SENT OUT BY THE PREVIOUS CITY ADMINISTRATOR, I THINK SEVERAL MONTHS AGO.
AND THEN ALSO I'VE INCLUDED A LETTER AND, UM, FIRE HYDRANT INFORMATION FROM THE PHOTO SAGE FIRE PROTECTION DISTRICT.
UM, BUCKNER, WE ARE APPROXIMATELY 3000 RESIDENTS.
SIBLEY IS ABOUT 369, AND THEN LEGACY IS ABOUT 70.
JUST TO GIVE YOU AN IDEA, OUR INFRASTRUCTURE NEEDS THAT WE ARE HERE TO REQUEST TODAY ARE ABOUT FIVE YEARS OR FIVE YEARS OF OUR ENTIRE ANNUAL BUDGET.
SO IT WOULD TAKE SPENDING EVERY PENNY FOR FIVE YEARS TO AFFORD WHAT NEEDS TO BE DONE IN OUR CRITICAL INFRASTRUCTURE.
THERE HAS BEEN MORE THAN ONE CATASTROPHIC FIRE IN RECENT HISTORY IN SIBLEY, AND IT'S CRITICAL FOR THE WELLBEING OF THE COMMUNITIES TO HAVE THE WATER LINES REPLACED AND ALSO HYDRANTS INSTALLED.
CURRENTLY, THERE ARE NO FIRE HYDRANTS IN THE CITY OF SIBLEY, SO WE HAVE TO BASICALLY, OR THE FIREMEN HAVE TO FILL TRUCKS WITH WATER, TAKE THEM IN, IN ORDER TO PUT OUT FIRES.
SO ONCE THEY RUN OUT, THEY'VE GOTTA GO BACK.
IT'S JUST A SLOW PROCESS AND THE WATER LINES THAT THEY'RE USING TO FILL IT ARE ALSO VERY SLOW.
UM, IF YOU LOOK, YOU KNOW, LOOK IT UP ON THE NEWS, THERE'S BEEN, YOU KNOW, SEVERE DAMAGE AND EVEN DEATHS IN THE, YOU KNOW, NOT TOO LONG AGO.
UM, SMALL RURAL TOWNS HAVE HURDLES TO FACE TO CURE FUNDING NEEDED TO REPLACE AGING LINES.
AND WE ARE A PERFECT EXAMPLE OF THAT.
THE NEED IS SO OBVIOUS, BUT TOWNS LIKE OURS ARE OFTEN OVERLOOKED FOR THE LARGER CITIES, WHICH I SEE AGAIN AND AGAIN.
UM, I GOT A RECENT, YOU KNOW, INFORMATION ABOUT THE ARPA FUNDING AND, YOU KNOW, OUR TOWN, WHICH IS GREATLY APPRECIATED, WAS OFFERED, I THINK $10,000.
BUT THEN I JUST WONDERED, YOU KNOW, WHAT ARE THE BIG CITIES GETTING WHEN I, I FEEL LIKE WE HAVE THE NEED A LITTLE BIT MORE SOMETIMES.
UM, BUT WHAT WE'RE EXPERIENCING ARE WATER AND SEWER LINE BREAKS.
UM, JUST TODAY OUR PUBLIC WORKS DIRECTOR ISN'T HERE BECAUSE HE'S WORKING ON A SEWER LINE THAT BROKE AND IS, YOU KNOW, BASICALLY RUNNING DOWN THE ROAD RIGHT NOW.
A BIG CONCERN AND THEN ALWAYS HAVING BOIL ADVISORIES AND SAFETY CONCERNS.
UM, SOME OF BUCKNER'S CURRENT CHALLENGES.
CHALLENGES ARE ON THIS LIST HERE.
UM, AGING WATER AND SEWER INFRASTRUCTURE, INCREASING COSTS AND MAINTENANCE.
UM, WITH OUR LIMITED RESOURCES, NEXT, BANDAIDS WON'T BUILD THE FUTURE.
SO ALL WE'VE BEEN ABLE TO AFFORD ARE BANDAIDS, AND AT THIS POINT, WE CAN'T AFFORD THE BANDAIDS ANYMORE BECAUSE EVERYTHING THAT'S BEEN FAILING.
UM, JUST SINCE I PREPARED THIS PRESENTATION LAST WEEK, WE'VE ALREADY HAD ANOTHER WATER LINE BREAK AND A SEWER LINE BREAK JUST THIS MORNING.
SO WE'RE HAVING, YOU KNOW, HUGE INFRASTRUCTURE ISSUES RIGHT NOW AND WE'RE TRYING

TO KEEP UP.UM, THIS LIST IS JUST WHAT HAS HAPPENED SINCE I'VE BECOME A CITY ADMINISTRATOR IN MARCH.
UM, GOING DOWN THE LIST, IT'S JUST, YOU KNOW, THE PUMP STATION.
THIS IS SUMMARY OF FAILURES THAT HAVE OCCURRED SINCE I'VE BEEN HERE.
UM, THEY'VE BECOME OUR MAIN FOCUS OUT OF NECESSITY AND OTHER THINGS SUCH AS ROAD MAINTENANCE, UM, REPAIRS, THAT SORT OF THING.
EVERYTHING ELSE IS ON HOLD BECAUSE WE'RE WORKING WITH OUR SEWER AND WATER LINES.
THIS ONE IS JUST A OVERVIEW OF OUR FUNDING REQUESTS, INCLUDING ALL THE COSTS FROM OUR ENGINEER, UM, BARTLET AND WEST, AND THEN SOME EQUIPMENT ADDITIONS THAT WILL HELP US BE ABLE TO COMPLETE THE WORK THAT'S NEEDED AND REPAIRS AS THEY ARISE.
UM, THIS REALLY ISN'T JUST A REQUEST FOR FUNDING, BUT A DIRECT INVESTMENT IN THE SAFETY, RELIABILITY, AND DAILY LIVES OF THE CITIZENS OF JACKSON COUNTY.
ACCESS TO CLEAN, SAFE DRINKING WATER AND RELIABLE WASTEWATER MANAGEMENT.
IS IT A LUXURY? IT'S A FOUNDATIONAL EXPECTATION FOR MODERN COMMUNITIES.
WE'RE INCREDIBLY GRATEFUL FOR OUR COUNTY PARTNERS WHO SUPPORT IS VITAL IN HELPING OUR SMALLER COMMUNITIES MEET THESE ESSENTIAL REGULATED NEEDS.
CLEAN WATER AND WASTEWATER TREATMENT THAT OPERATES CORRECTLY AND DOES NOT BACK UP AND UNEXPECTED PLACES IS WHAT OUR CITIZENS NEED AND DESERVE.
I URGE YOU TO TAKE SOME TIME AND LOOK INTO THIS INFORMATION.
WE'D LOVE FOR YOU TO COME OUT THERE.

UM, JUST 'CAUSE WE'RE A SMALL TOWN.

UH, SHERE JUST POINTED OUT THAT IN THE 21ST CENTURY, IT, IT IS NOT A LUXURY.
IT'S AN EXPECTATION THAT YOU HAVE CLEAN WATER AND THAT YOU HAVE A SANITARY SEWER, AND IT'S NOT BACKING UP INTO PEOPLE'S BASEMENTS.
AND, UH, THE FOLKS IN THE COMMUNITY, YOU'VE GOT, AS SHE SAID, THREE, 3000 PEOPLE AND LITERALLY MILLIONS OF DOLLARS.
THE ABILITY TO, UH, FUND THAT ON THAT NUMBER OF ROOFTOPS IS, IS AN EXTREME BURDEN.
THE, THE COMMUNITY DID VOTE A TAX INCREASE, I THINK TWO AND A HALF YEARS AGO ABOUT THEREABOUTS.
UH, BUT IT DOESN'T EVEN COME CLOSE TO MATCHING THE, THE SPEED AT WHICH THESE EXPENSES ARE PILING UP.
IF THERE'S AN OPPORTUNITY TO DO SOMETHING WITH THAT ARPA MONEY, UH, THAT, THAT'S REALLY WHERE THE RUBBER MEETS THE ROAD.
WE LITERALLY, WE'VE GOTTA GET THE STREETS FIXED, BUT WE'VE GOTTA MAKE SURE THAT THE WATER IS GOOD AND THAT THE SEWERS ARE, ARE SANITARY.
UH, WE HAVE GOTTEN LETTERS FROM DNR, UH, IN THE PAST.
FORTUNATELY, WE'RE, WE'RE GOOD RIGHT NOW, BUT THAT'S BEEN A RECURRING THEME THAT THE, THE OUTFLOW FROM THE WASTEWATER TREATMENT PLANT IS NOT ALWAYS MEETING STANDARDS.
AND WE NEED TO GET THAT IN LINE WITH, AGAIN, THAT WAS BUILT WHEN I WAS IN HIGH SCHOOL, SO THAT WASN'T EXACTLY YESTERDAY.
UH, SO I DO APPRECIATE YOUR CONSIDERATION.

ROBBIE FOUND HIMSELF INJURED DURING A TOUR OF DUTY IN IRAQ.

UH, I WANNA ADDRESS ORDINANCE 6 0 9 2 IN THE PROPOSED APPROPRIATION OF 15 MILLION ARPA FUNDING.
UM, I WANT YOU HAND THIS OUT FOR ME.
THIS FUNDING SERVES TWO IMPORTANT PURPOSES, THIS ORDINANCE, AND BEFORE YOU.
FIRST, IT ADDRESSES LONG OVERDUE DEFERRED MAINTENANCE TO JACKSON COUNTY FACILITIES.
AND SECOND, IT PROVIDES INFRASTRUCTURE FUNDING TO OUR MUNICIPALITIES FOR PROJECTS THEY HAVE IDENTIFIED AS PRIORITIES IN THEIR OWN COMMUNITIES.
SINCE TAKING OFFICE, I DIRECTED STAFF TO MEET WITH OUR MUNICIPALITIES, HEAR DIRECTLY FROM THEM ABOUT THEIR INFRASTRUCTURE NEEDS, AND DEVELOP A PLAN BASED ON THOSE REQUESTS THAT WORK HAS BEEN COMPLETED.
THE CITIES HAVE RESPONDED, THE LEGISLATION HAS BEEN INTRODUCED.

EVERY ONE OF US HEARS FROM RESIDENTS ABOUT ROADS, BRIDGES, AGING, PUBLIC FACILITIES, AND DEFERRED MAINTENANCE.
EVERY DELAY MEANS ANOTHER COUNTY PROJECT WAITS, ANOTHER MUNICIPALITY WAITS, AND ANOTHER OPPORTUNITY TO IMPROVE.
AND WHEN IT COMES HERE AT HOME, THE DEFERRED MAINTENANCE, UH, WE DON'T HAVE TO LOOK ANY FURTHER THAN THE FRONT STEPS OF THIS COURTHOUSE.
THEY HAVE BEEN CLOSED FOR YEARS.
MULTIPLE REQUESTS TO REPAIR OF THEM HAVE COME BEFORE THIS LEGISLATURE.
AND I WAS TOLD THOSE REQUESTS WERE NOT APPROVED BECAUSE OF THE PREVIOUS ADMINISTRATION.
TODAY WE HAVE A NEW ADMINISTRATION, YET THE STEPS REMAIN CLOSED AND THE PUBLIC STILL DOES NOT HAVE AN AADA, A ACCESSIBLE ENTRANCE THAT THEY DESERVE.
SO AT SOME POINT WE HAVE TO STOP TALKING ABOUT WHY SOMETHING CAN'T BE DONE, START DOING IT.
WHAT I FIND PARTICULARLY AT THIS POINT, IS SOME OF THE SAME VOICES WHO ARGUED FOR MONTHS ABOUT THE PREVIOUS ADMINISTRATION PREVENTING FUNDS NOW ARE KIND OF MOVING A LITTLE SLOW.
AND SO I WANT US TO MAKE SURE THIS IS IMPORTANT TO ALL OF US IN THIS ROOM.

AS THE STATE OMS OMBUDSMAN FOR PROPERTY ASSESSMENT AND TAXATION, I CAN SUPPORT ANY REASONABLE PLAN TO PUT THE MONEY IN THE HANDS OF TAXPAYERS AS QUICKLY AS POSSIBLE.
WHILE I AM SURE THAT MOST PEOPLE WHO ARE DUE A REFUND OR CREDIT UNDER SUB SUBSECTION FIVE OF 1 3 9 0.031 WOULD PREFER AN IMMEDIATE REFUND.

I'M AWARE THAT THERE'S CONSTERNATION AMONG TAXING JURISDICTION, PARTICULAR SCHOOL DISTRICTS ABOUT LOSING ANY MONEY THAT HAS ALREADY BEEN COLLECTED.
I WISH TO ALLEVIATE SOME OF THE CONCERNS YOUR FELLOW LEGISLATURES MAY HAVE THAT SCHOOL DISTRICT CANNOT AFFORD TO REFUND OR CREDIT THIS MONEY BACK TO TAXPAYERS.
I'M INCLUDING THE DECEMBER 31ST GENERAL OR INCIDENTAL FUND BALANCES OF THE SCHOOL DISTRICTS IN JACKSON COUNTY FOR THE 24, 25 AND 25, 26 SCHOOL YEARS AS AN ATTACHMENT.
THESE NUMBERS GIVE THE CLEAREST PICTURE OF THE FISCAL HEALTH OF THE SCHOOL DISTRICT BECAUSE IT IS THE AMOUNT OF MONEY ON HAND BEFORE PROPERTY TAX PAYMENTS FROM THE COUNTY START ROLLING IN.
AND AFTER THE MOST FISCALLY PREVIOUS MONTHS, ANY SCHOOL DISTRICT IN THE STATE, OCTOBER AND NOVEMBER.
AND ACCORDING TO THIS, THE SCHOOLS IN JACKSON COUNTY LOOK HEALTHY.
BUT AT A MINIMUM, THESE NUMBERS GIVE YOU HARD DATA ON WHICH TO MAKE YOUR DECISION.
AGAIN, PLEASE NOTE THAT THESE NUMBERS ARE ONLY FOR THE GENERAL REVENUE FUNDS OF EACH SCHOOL DISTRICT.
MOST SCHOOL DISTRICTS HAVE THREE OTHER FUNDS.
A TEACHER'S FUND, A CAPITAL IMPROVEMENTS FUND AND A DEBT SERVICE FUND.
THESE NUMBERS FOR EVERY FUND ARE AVAILABLE IN THE DEPARTMENT OF, OF ELEMENTARY AND SECONDARY EDUCATION WEBSITE.
SO WHEN HE FINISHED TODAY, HE SAYS, CONSIDERING THESE GENERAL FUND BALANCES, I FIND EXECUTIVE VOTERS PROPOSAL TO BE VERY CONSERVATIVE.
IF ANYTHING, THE PLAN COULD BE MORE AGGRESSIVE IN RETURNING MONEY TO TAXPAYERS, BUT ALAS, THERE ARE OTHER TAXING JURISDICTION TO CONSIDER.
AND THE SMALLER FIRE AND AMBULANCE DISTRICTS ACROSS THE COUNTY MAY BE IN GREATER JEOPARDY UNDER A MORE AGGRESSIVE PLAN.

SO I DO THINK IT'S AN ADMINISTRATIVE FUNCTION AND IT'S THE COUNTY EXECUTIVE'S PREROGATIVE TO MAKE THE CHANGES ON THE HEIRS THAT HE BELIEVED OCCURRED FROM 23.
AND THAT'S THE DIFFERENCE WHEN MANY OF THE LEGISLATIVE EMAILS WE, OR MEMOS THAT WE'VE WRITTEN IN THE PAST WAS ABOUT THE LEGISLATOR CHANGING IT, WHERE THE ADMINISTRATION DIDN'T AGREE WITH THE CHANGES THAT WERE BEING DONE.
SO ARE WE NOW EMPOWERED TO MODIFY THAT BECAUSE THAT, THAT GIVES ME THE STRENGTH AND BELIEF THAT THE EXECUTIVE DOES, BUT I THINK HE HAD THAT AUTHORITY PRIOR.

AND I THINK HE'S EXPRESSED THAT BECAUSE OF HIS SHORT TERM HERE, THAT HE WORKED WITH THE LEGISLATORS TO PRESENT THIS ORDINANCE.
AND, UH, YOU KNOW, IF, IF THAT'S HOW HE SEES THIS AS A CORRECTION FOR THE 2324, IT SOUNDS LIKE SOMETHING HE'S WANTING TO DO IN CONJUNCTION WITH THE LEGISLATOR AND THEIR FUNCTION AS WELL.

SO, UM, REALLY THIS ORDINANCE THEN IS NOT ABOUT ASSESSMENT AT ALL.

THIS ORDINANCE IS ABOUT HOW WE THEN HANDLE THE REPERCUSSIONS OF THAT.
SO THE ASSESSORS NOW LOWERED THE VALUES IN THE SYSTEM AND SOON THOSE VALUES WILL BE IN THE, IN THE COLLECTION SYSTEM, WHICH WOULD, IN THE NORMAL COURSE OF BUSINESS WITH A BOE DECISION OR AN STC DECISION FOR AN INDIVIDUAL TAXPAYER, THEY WOULD GET A REFUND ISSUED TO THEM.

SO WITH THIS LEGISLATION, WE'RE TRYING TO REDUCE THE HARM TO THE TAXING JURISDICTIONS, IS, IS THAT ALL KIND OF SUMMARIZED ACCURATE? YEAH, I, I BELIEVE I WROTE THAT IN THE MEMO AS WELL.

THE ALTERNATIVE WOULD SEEM TO BE TO MAIL REFUND CHECKS AND GO GRAB CASH BACK FROM ALL THE TAXING JURISDICTIONS, UM, WHICH WOULD BE HARDER FOR THEM TO ADAPT THEIR BUDGETS AND WHATNOT.
